Boy Scouts helped alleged molesters cover tracks, files show
When volunteers and employees were suspected of sexually abusing children, Boy Scout officials often didn’t tell police, files from 1970-91 reveal. In many cases they sought to hide the situation.

Over two decades, the Boy Scouts of America failed to report hundreds of alleged child molesters to police and often hid the allegations from parents and the public. A Los Angeles Times review of 1,600 confidential files dating from 1970 to 1991 has found that Scouting officials frequently urged admitted offenders to quietly resign — and helped many cover their tracks.
Volunteers and employees suspected of abuse were allowed to leave citing bogus reasons such as business demands, “chronic brain dysfunction” and duties at a Shakespeare festival….As The Times reported in August, the blacklist often didn’t work: Men expelled for alleged abuses slipped back into the program, only to be accused of molesting again. Now, a more extensive review has shown that Scouts sometimes abetted molesters by keeping allegations under wraps.

In the majority of cases, the Scouts learned of alleged abuse after it had been reported to authorities. But in more than 500 instances, the Scouts learned about it from boys, parents, staff members or anonymous tips. In about 400 of those cases — 80% — there is no record of Scouting officials reporting the allegations to police. In more than 100 of the cases, officials actively sought to conceal the alleged abuse or allowed the suspects to hide it, The Times found.

Inside the ‘perversion files’
Since at least 1919, the Boy Scouts of America has maintained “ineligible volunteer” files intended to keep sexual abusers, among others, out of its ranks. The records have been closely held by the Scouts, which contends that confidentiality is essential to protect victims, witnesses and anyone falsely accused.
In all, The Times has records of nearly 5,000 cases dating back as far as 1947. Of those, about 1,900 case files with detailed information about the allegations have been made available to The Times and will be published here in coming days.

In many of the incidents described, no criminal charges were filed, meaning the allegations were never heard in court. Case files released by the court have victims’ names and identifying information redacted, a standard also used by The Times.

(CNN) — After being smacked in the face by wave upon wave of sex abuse scandals for the past decade, it’s easy to feel nothing but angry or numb. So Joe Paterno’s statue came down, a slew of dioceses went bankrupt, and thousands of once-secret documents about molesters in the Boy Scouts will soon be made public. It’s fair to ask: Have we learned anything?

That makes it a good time to step back and look beyond individual villains to the big picture. When you put together the stories of Penn State, the Roman Catholic Church, the Boy Scouts and other organizations hit by abuse scandals, you see they reacted in much the same way. Their behavior was shocking, but it was more common than we knew. Thanks to lawsuits and news reports, we now see this: For decades, some of our most trusted institutions — from schools, camps and sports leagues to correctional facilities, foster care agencies and religious groups — have inadvertently enabled child molesters at the expense of victims. While leaders in many youth-serving organizations have confronted the abuse problem head-on, others routinely erred on the side of molesters, ignored the extent of abuse in their ranks, hid abuse from authorities and misled the public.

Boy Scouts ‘Perversion’ Files Show Locals Helped Cover Up Child Sex Abuse By Scoutmasters
By NIGEL DUARA 10/18/12 PORTLAND, Ore. — An array of local authorities – police chiefs, prosecutors, pastors and town Boy Scout leaders among them – quietly shielded scoutmasters and others who allegedly molested children, according to a newly opened trove of confidential files compiled from 1959 to 1985. At the time, those authorities justified their actions as necessary to protect the good name and good works of Scouting. But as detailed in 14,500 pages of secret “perversion files” released Thursday by order of the Oregon Supreme Court, their maneuvers protected suspected sexual predators while victims suffered in silence.

The files document sex abuse allegations across the country, from a small town in the Adirondacks to downtown Los Angeles. At a news conference Thursday, Portland attorney Kelly Clark blasted the Boy Scouts for their continuing legal battles to try to keep the full trove of files secret.”You do not keep secrets hidden about dangers to children,” said Clark, who in 2010 won a landmark lawsuit against the Boy Scouts on behalf of a plaintiff who was molested by an assistant scoutmaster in the 1980s.
The files were shown to a jury in a 2010 Oregon civil suit that the Scouts lost, and the Oregon Supreme Court ruled the files should be made public. After months of objections and redactions, the Scouts and Clark released them….

The 1959-85 files show that on many occasions the files succeeded in keeping pedophiles out of Scouting leadership positions – the reason they were collected in the first place. But the files document some troubling patterns.
In many instances – more than a third, according to the Scouts’ own count – police weren’t told about the alleged abuse. And there is little mention in the files of concern for the welfare of Scouts who were allegedly abused by their leaders. But there are numerous documents showing compassion for suspected abusers, who were often times sent to psychiatrists or pastors to get help. In 1972, a Pennsylvania Scouting executive wrote a memo recommending a case against a suspected abuser be dropped with the words: “If it don’t stink, don’t stir it.”

In numerous instances, alleged abusers are kicked out of Scouting but show up in jobs where they are once again in authority positions dealing with youths. One of the most startling revelations to come from the files is the frequency with which attempts to protect Scouts from alleged molesters collapsed at the local level, at times in collusion with community leaders. On the afternoon of Aug. 10, 1965, a distraught Louisiana mother walked into the Ouachita Parish Sheriff’s Office. A 31-year-old scoutmaster, she told the chief criminal deputy, had raped one of her sons and molested two others.
Six days later, the scoutmaster sat down in the same station and confessed. “I don’t know an explanation, why we done it or I done it or wanted to do it or anything else it just – an impulse I guess or something,” the man told a sheriff’s deputy. The decision was made not to pursue charges. “This subject and Scouts were not prosecuted,” a Louisiana Scouts executive wrote to national headquarters, “to save the name of Scouting.”

Boy Scouts Perversion Files Document Sexual Abuse Cover-Up, Spark Public Interest By NIGEL DUARA 10/20/12 PORTLAND, Ore. — A website with files showing the Boy Scouts of America’s cover-up of decades of sexual abuse is generating interest from people wanting to know who the alleged abusers are and whether people who molested them as Scouts are in the files.
Release of the files has also prompted a debate on the Boy Scouts’ Facebook page. Some people said they’d never allow their children to be involved in the organization and criticized the secrecy of the files. Others described positive experiences in the Scouts for themselves or their children, saying the organization’s efforts to prevent abuse have improved significantly.

The 14,500 pages of Scout files, from 1959-1985, were posted Thursday on the website of Kelly Clark, the Portland attorney who used the files as evidence in a 2010 lawsuit he won against the Scouts.
The website got more than 200,000 hits within the first few hours of the files’ posting, crashing the site. Clark said his firm has received about four dozen emails from people about the documents. About half came from people who say they were abused when they were in the Scouts and were interested in filing lawsuits.
Some of the emails have given details about alleged abuse, Clark said.
There are also emails from people who tell of other alleged perpetrators who are not in the files….

In their own review of the files that were released on Thursday, the Scouts found that law enforcement had been involved in about two-thirds of the cases. The organization is going through the remainder to find cases where there seem to be good reasons to alert law authorities.
The Scouts have apologized for not following up. The files were created for the purpose of registering Scout leaders, Smith said, and were considered internal, confidential documents, which is why they weren’t always shared with authorities.

Boy Scouts and Catholic Church were inclined to silence on abuse: James Gill By James Gill, NOLA.com  The Times-Picayune October 24, 2012
After Catholic priest Gilbert Gauthe was found to be a child molester in 1974, then-Lafayette Bishop Gerard Frey decided a change was in order. So the next year, Gauthe was assigned extra duties. He became chaplain of the diocesan Boy Scouts. Any pedophile would have whooped, and Gauthe took full advantage….
Louisiana always figured prominently in the scandals that engulfed both institutions nationwide. Gauthe was the first to be unmasked in the endless succession of predatory priests who enjoyed years of episcopal protection. After Gauthe pleaded guilty in 1985, and was sentenced to 20 years in the state pen, Rev. Kenneth Doyle, spokesman for the U.S. Catholic Conference in Washington, said: “We don’t want to give the impression that it’s a rampant problem for the church, because it’s not.” Then, New Orleans journalist Jason Berry, who covered the case, wrote a book predicting years of turmoil and multimillion-dollar court judgments against the church….

In 1976, four adult Scout leaders were arrested in New Orleans for running a troop where underprivileged boys were recruited for sexual exploitation. It was the movement’s first high-profile sex scandal in America. “Louisiana always figured prominently in the scandals that engulfed both institutions nationwide.”
The Scout leaders — Raymond Woodall, Richard Stanley Halvorsen, Harry Cramer and Lewis Sialle — were all sentenced to prison in 1977. At the same time parents of Gauthe’s victims found out what he was up to, and filed complaints with diocesan officials. Frey, in what we were soon to discover was the standard response of the church throughout the country, merely moved Gauthe to another parish, where he continued his unholy ministry until he was suspended in 1983 after aggrieved parents filed a lawsuit….
He (Gauthe) had no known connection, however, with New Orleans Troop 137, which hit the national headlines while he was preying on the youth of Lafayette. What was known at the time as the “Boy Scout sex case,” netted 17 arrests, and Troop 137 was identified at the trial of its leaders as “the nucleus of a nationwide sex and pornography ring, with boys recruited into the troop sent to other states for the pleasure of men there.” Troop leaders would recruit underprivileged boys and ply them with gifts so they could be prepared for sleepovers and naked pool parties.

Self-described ‘child prostitute’ connects Jerry Sandusky to Poly Prep sex abuse scandal and coach Phil Foglietta
Greg Bucceroni sends off email detailing explosive allegations that late Poly Prep football coach, whom he met at fund-raiser for Sandusky’s Second Mile charity, was involved in child sex ring.

A Philadelphia man who claims to have been paid to have sex with former Poly Prep football coach Phil Foglietta in 1979 as part of an alleged pedophile ring that included Jerry Sandusky sent an email to several Poly Prep officials on Monday – including current headmaster David Harman – detailing the explosive allegation.
Greg Bucceroni, 48, also sent the email to Kevin Mulhearn, the Orangeburg, N.Y., attorney who represents 12 men who sued the school, alleging Poly Prep officials knew that Foglietta was a sexual predator but covered it up for decades in order to protect the elite institution’s reputation and fund-raising efforts.
Bucceroni says he was a teenager when he said he met Foglietta at a Second Mile fund-raiser near State College, Pa. The Second Mile organization, which helped at-risk youths, was founded in 1977 by Sandusky, the former Penn State football coach who was convicted on 45 counts of sexual abuse of minors in June. Sandusky, who is scheduled to be sentenced next month, is expected to spend the rest of his life in prison.

In the email to Poly Prep, Bucceroni said he was “a child prostitute” and was associated with a pedophile ring that included Sandusky, Foglietta, now-deceased Philadelphia businessman Ed Savitz and former Wharton School of Business professor Lawrence Scott Ward, who is serving a lengthy prison sentence for trafficking in child porn and smuggling photos and videos of himself having sex with a teenage Brazilian boy.
“(Between) 1977-1980 I was a child prostitute associated with a tri-state (NYC-NJ-PA) pedophile ring. (During the) summer of 1979 I was brought to the State College area by Ed Savitz for the purpose of child prostitution with Jerry Sandusky at a Second Mile fundraiser,” Bucceroni wrote in the email. “Due to time constraints, Sandusky became unavailable and I was introduced to Phil Foglietta by Ed Savitz & Jerry Sandusky. Foglietta was introduced to us as Coach Phil who coached youth football in NYC. Foglietta agreed to pay $200.00 for child sex and followed us back to a Philadelphia hotel, myself (sic)ad another child prostitute then engaged coach Phil in child sex.”….

Bucceroni claims to have been abused by Savitz over several years in the late ’70s. Savitz was charged with multiple counts of sexual abuse in 1992 in the horrific case, but died of AIDS before his trial was to begin in 1993. More than 2,500 photos of Savitz’s alleged victims were seized by authorities who raided his homes, including an apartment near Philadelphia’s posh Rittenhouse Square….
The lawsuit filed by Mulhearn in 2009, which seeks $20 million for each of the plaintiffs who say they were assaulted by Foglietta, claims that Foglietta may have abused hundreds of other boys. According to the suit, a plaintiff identified as John Doe III says he found hundreds of photos of naked boys, apparently taken with a Kodak Instamatic in Foglietta’s apartment, when he opened a dresser drawer in the coach’s bedroom in 1971.

Jerry Sandusky Was Part Of Child Porn Ring, Greg Bucceroni, Former ‘Child Prostitute’ Claims 09/20/2012
Jerry Sandusky was involved in a tri-state child porn ring and helped a now deceased youth football school coach arrange to have sex with a child prostitute, according to a newly released email….
The New York Daily News reports that on Monday, Greg Bucceroni, a self-described former child prostitute, sent an email to officials at Poly Prep Country Day School in Brooklyn.
In the message, Bucceroni said he was associated with a child sex ring that included Sandusky and former Poly Prep football coach Phil Foglietta. The email said that, in 1979, Bucceroni was originally expected to have sex with Sandusky, but, because of time constraints, he was introduced to Foglietta instead.

From the email:
Foglietta was introduced to us as Coach Phil who coached youth football in NYC. Foglietta agreed to pay $200.00 for child sex and followed us back to a Philadelphia hotel, myself (sic)ad another child prostitute then engaged coach Phil in child sex.”
Twelve alumni of Poly Prep have filed a lawsuit against the school, claiming they were raped and abused by Foglietta, the Wall Street Journal reports. The suit claims school officials knew about Foglietta’s crimes and covered them up, “continuing to publicly celebrate Mr. Foglietta as an upstanding member of the school.”

Greg says he believes the child prostitution ring is still operating today. “Every time they went after Savitz, they only focused on Savitz, even though they had information about others,” he says. “They never went after the network. This is the first time they’re going after the network, at a federal level.”  Travis says he feels Penn State should’ve done more to protect him. He’s currently suing the university along with Sandusky and The Second Mile. Travis Weaver said he found himself “pinned on the bed” of a Philadelphia hotel room held down by former Penn State defensive coordinator Jerry Sandusky after the 14-year-old had come out of the shower.
“I told (Sandusky) I was going to call the cops. He just laughed at me,” Weaver said on the “Dr. Phil” TV program Friday. “(Sandusky) told me no one was ever going to believe me over him. I was scared. I believed him.”

Weaver’s graphic account of the abuse he says he suffered at the hands of Sandusky was part of his interview with Dr. Phil McGraw Friday. Weaver appeared alongside Greg Bucceroni, a Philadelphia native who has said in several interviews with the Daily News that he was sexually abused by now-deceased Philly businessman Ed Savitz during the late ’70s. Weaver first went public with his story in June — shortly before Sandusky was convicted on 45 counts of sex abuse of minors….
Poly Prep is being sued by 12 plaintiffs alleging that the schools’ officials knew about Foglietta’s abuse for decades, but covered it up because they feared it would damage the fund-raising and the school’s reputation….

Savitz died of AIDS in 1993 before he was to go to trial on multiple charges of sex abuse of minors. Authorities did seize more than 2,500 photos of Savitz’s alleged victims and Bucceroni says he thinks he was in many of those photos.

Penn St. officials lose pretrial motion on perjury By MARK SCOLFORO — Sep. 27, 2012  HARRISBURG, Pa. (AP) — Two weeks before former Penn State assistant football coach Jerry Sandusky is expected to be sentenced on child molestation charges, a county judge determined that perjury charges should remain in place against two university administrators.
Dauphin County Judge Todd Hoover ruled Wednesday against former Vice President Gary Schultz and Athletic Director Tim Curley on the felony perjury charge they both face, but he didn’t decide on a separate request to throw out the other charge — failure to report suspected child abuse.

The perjury counts are felonies, while failure to report suspected child abuse is a summary offense, less serious than a misdemeanor. Schultz and Curley are accused of lying to the grand jury that investigated Sandusky.
The judge said the claim made by Schultz and Curley that there is insufficient evidence to corroborate the perjury charges will be more appropriately pursued during the trial. He also said prosecutors have given the defendants sufficient information about which parts of their grand jury testimony make up the perjury allegation.

Sandusky’s Back for His Sentencing—and Facing More Accusers  Oct 8, 2012 Diane Dimond The convicted ex-coach heads to court Tuesday to hear his sentence. Diane Dimond reports on the new accusers who have stepped forward since the trial—including his own adopted son, whose birth mother speaks exclusively about why Matt Sandusky is remaining silent. Plus, local law enforcement’s fears of keeping Sandusky safe from vengeful attacks, and what he’s been up to in jail.
…The court’s sentencing procedure is mandated by law. First, there will be a determination made about whether Sandusky qualifies to be registered under the Meghan Law as a sexual predator. Given his conviction, it seems like a foregone conclusion, but the designation is important as it will guide the state in how it deals with Sandusky in the unlikely event he is ever released from prison.
Then, before Senior Judge John Cleland announces his sentencing decision, Sandusky’s victims will be afforded time to give a statement to the court outlining how the crimes have affected their lives. It is unknown how many, if any, of the eight witness/victims (or their family members) will speak.

A statement from the young man designated by the prosecution as Victim No. 1 would be of particular interest as he was the first to reveal to police the prolonged abuse he suffered at the hands of the once influential football coach. This teenager waited through an initially lackluster investigation that took three long years before Sandusky was arrested. His attorney, Slade McLaughlin, told The Daily Beast he is unable to say whether Victim No. 1 will speak at the hearing. The young man, along with his mother and his psychologist, has written a book, Silent No More: Victim Number 1’s Fight for Justice Against Jerry Sandusky, which is set to be released later this month.

…. Attorneys for Matthew Heichel Sandusky, who was adopted by the family at age 18 after having lived in the Sandusky home for many years, stunned verdict watchers in June when they revealed, just after the jury was sequestered, that Matt also been allegedly molested by Sandusky.  Matt immediately went into hiding and offered no personal account of his abuse. Matt’s biological mother, Debra Rose Long, who had waged a years-long and unsuccessful court fight to keep the powerful football icon away from her young son, now tells The Daily Beast she and her son have been reunited….

Sandusky, victims plan to speak at sentencing By MARK SCOLFORO | Associated Press 10/8/12 BELLEFONTE, Pa. (AP) — Jerry Sandusky and at least some of his victims plan to address the judge at his sentencing, a proceeding that may last less than two hours, lawyers said after a closed-door meeting to iron out logistics ahead of the Tuesday hearing. Sandusky lawyer Joe Amendola said “it’s as certain as certain can be” that the former Penn State assistant football coach will speak to Judge John Cleland and assert his innocence before he is sentenced on 45 counts of child sexual abuse….
Given the number of charges, the serious nature of his crimes and his age, the 68-year-old Sandusky faces the likelihood of a sentence that will send him to state prison for the rest of his life. Sandusky was convicted in June of abusing 10 boys over 15 years, including some attacks inside Penn State athletic facilities….

Lead prosecutor Joe McGettigan said as many as a half-dozen victims are expected to be heard. The eight victims who testified against Sandusky at trial described abuse that ranged from grooming and fondling to oral and anal sex. ABC to interview Sandusky abuse case’s Victim 1 September 19, 2012 Associated Press STATE COLLEGE, Pa. –  ABC will interview the young man whose 2009 allegations of sexual abuse led to the Penn State scandal and the criminal conviction of former assistant football coach Jerry Sandusky….
Sandusky was convicted in June of dozens of criminal counts of sexual abuse of 10 boys on and off campus. At age 68, he awaits sentencing, which likely will send him to prison for the rest of his life. Victim 1 and his mother reported Sandusky to the boy’s high school and the Clinton County child protective agency in November 2009. Their complaint triggered a state investigation that last year resulted in criminal charges against Sandusky and against two university officials accused of failing to report suspected child abuse and of lying to a grand jury.

According to a lawsuit that Victim 1 filed against Penn State, he met Sandusky about eight years ago, when he was 11 and was a first-year participant in a camp sponsored by Sandusky’s charity, The Second Mile….Sandusky was accused of fondling the boy and performing oral sex on him multiple times over a period of several years. Sandusky, who is jailed, didn’t testify at trial but maintains his innocence. He has acknowledged he showered with boys but denied molesting them. Pricing Amy: Should Those Who Download Child Pornography Pay the Victims? Sep 1, 2012 By Lorelei Laird ….It started like so many other instances of child exploitation: Amy’s uncle showed her pornography and then began raping her on a regular basis.
Amy recalls telling him the penetration hurt, but it kept happening. And like most child victims, she trusted him when he told her it was a normal thing adults do with children, that he loved her and that it was their special secret, according to her victim impact statement. The uncle was eventually arrested and incarcerated. Amy grew into her teenage years and, with the help of therapy, seemed to be growing into a relatively happy, healthy, normal teenager, according to court documents. Then the other shoe dropped: Amy learned that her uncle had photographed the abuse and put the images online, creating a permanent record of her agonizing abuse. It’s not exactly clear when Amy’s pictures began circulating online, but court records indicate the digital images date back to as early as 1998.

Amy, now in her early 20s, began sliding backward in her recovery. Court filings indicate that she suffers from depression, is withdrawn and anxious, and has a history of alcohol abuse. She’s been unable to succeed in college or work and is reluctant to socialize. While some experiences still trigger bad memories, she’s more concerned about being recognized in public by people who downloaded “her” images….
Under the Crime Victims’ Rights Act, the government must notify Amy and other child pornography victims anytime anyone is arrested by federal authorities for possessing their images. Her attorney, James Marsh of New York City, says his office has received at least 1,500 required notices of federal prosecutions for possession of those images. “The day after we were retained in 2008, we had someone open up all these notices she received in the calendar years 2006 and 2007,” Marsh says. “It took two days just to open the envelopes.”….

Almost any time Marsh receives a notice of prosecution on Amy’s behalf, he files a formal request for more than $3 million to cover all of Amy’s psychological treatment, lost income and attorney fees. Marsh believes Amy is the first child pornography victim to use federal crime victim restitution laws in this way, and one of a very few nationwide. He knows of two other victims pursuing this strategy, including “Vicky,” another young woman whose victimization as a child is recorded in widely traded images. A third victim’s lawyer pursuing a similar strategy did not return calls for this article….

A key witness in the child sex abuse trial of former Penn State assistant football coach Jerry Sandusky, known in court papers as Victim No. 1, has a book deal and will soon reveal his identity, a publisher announced Thursday.

The case rocked one of the country’s most storied college sports programs and led to Sandusky’s conviction in June on 45 counts of child sexual abuse of several victims. Sandusky is scheduled to be sentenced next month and is likely to receive a sentence that will keep him in prison for life.
Ballantine Bantam Dell said “Silent No More: Victim No. 1’s Fight for Justice Against Jerry Sandusky,” will come out Oct. 23. Jerry Sandusky sentence: 30 to 60 years for child sex abuse charges 10/9/12 Staff report Sporting News  Jerry Sandusky has been sentenced to 30-to-60 years in prison on 45 counts of child sexual abuse charges, a judge announced on Tuesday.
The former Penn State assistant, and at one time presumed successor to Joe Paterno, will likely spend the rest of his life behind bars. Three of Sandusky’s victims spoke in court Tuesday. While one victim said that he has “cried out to Jesus” for help in dealing with the scars Sandusky left on his life, another told Sandusky, “I will not forgive you.”
In a rambling address to court, Sandusky, 68, said: “We are going to smile through the pain. We’re going to laugh. We’re going to cry. Because that’s who we are.”

In June, Sandusky was convicted of molesting 10 boys over a 15-year period—a total of 45 charges. Witnesses said Sandusky used The Second Mile, a charity he founded to help disadvantaged children, as a recruiting ground for his victims. He showered them with gifts, brought them around the Penn State football program and welcomed them in his home.
Eventually, the kindness turned dark. Witnesses said he fondled them, took showers with them and raped them. Sandusky denied the allegations as he has done repeatedly, including on Monday in a recording released by the campus radio station….

Teen says Sandusky chased him in car as he ran away: ABC NEW YORK | Fri Oct 19, 2012 (Reuters) – The 18-year-old who triggered the prosecution of Jerry Sandusky for sexually abusing him and nine other boys told ABC News the former Penn State coach once chased him down with his car as he tried to flee.
Aaron Fisher, known throughout the case as Victim 1, has revealed his identity since testifying against Sandusky at his June trial. Sandusky, 68, was convicted of 45 counts of child sex abuse and sentenced to 30 years in prison.

Fisher was just 11 when he met Sandusky through the former coach’s charity for at-risk children, The Second Mile, in 2005 or 2006. After a year of box seats at Penn State football games and weekend trips with the coach, he was sexually abused in Sandusky’s basement, leaving him confused and ashamed.
The attacks continued for years, with Sandusky misusing his position as a volunteer coach to pull the boy out of class. Fisher’s attempts to flee were met with a tightened leash.
“He once followed my bus home from school,” Fisher told ABC in the “20/20” interview to be broadcast in full on Friday night. “I took off running but he drove on the opposite side of the street, onto oncoming traffic to catch up with me. I ran up an alley and he went to my house and parked out front.”

Fisher revealed his identity in interviews before the October 23 publication of his book “Silent No More: Victim 1’s Fight for Justice Against Jerry Sandusky,” published by Random House.

To Catch Government Workers With Ties to Child Porn, Call the IRS by Lori Handrahan, Ph.D.  9/19/2012 Last week the IRS decided to award Bradley Birkenfeld his $104 million dollar share for helping bust UBS bank. Senator Charles Grassley (R-Iowa) and his staff were instrumental. Senator Grassley vowed to delay pending Department of Treasury nominations if the IRS Whistleblower Program, he wrote the legislation in 2006, continued to be mismanaged.
This powerful voice from Iowa has been a beacon in the storm during an Obama Administration that has targeted whistleblowers and prevented accountability as never before.  The Pentagon is also under Senator Grassley’s fire for failing to examine 1,700 of the 5,200 reports of employees doing child porn.  The Pentagon claimed it “wasn’t a priority.” Senator Grassley and his staff have made it one. The closed investigation into wide-spread use of child porn at the Pentagon is now re-opened.

There is a national crisis of federal employees engaged in the child porn industry and a related epidemic at the state level.  I’ve documented two states, Vermont and Maine, that appear to be running state protected child trafficking rings with evidence of cops, judges, lawyers, clergy and government employees covering for each other. This kind of racketeering creates powerful, and extremely profitable, pedophile rings.
Money drives the crime. It is estimated that a criminal willing to molest a child in front of a live webcam can earn $1,000 a night. In Kittery Maine, at the “Danish Health Club,” one bust yielded $6.1 million in “door fees” over a five year period with “prostitutes” earning $12 million. Pimps’ earnings were not reported. The “door man” was a retired police officer whose wife worked in back. This bust happened because of one hard-working IRS agent, Rod Giguere.

An estimated $1.4 billion has been collected by the IRS’s Whistleblower program since 2006; $464 million collected in 2010 but only $48 million in 2011. Half of all global child porn is produced in America.  Ten new images of children are posted daily.  Estimates of the global profits from child porn range from $3-20 billion.  Imagine what the IRS Whistleblower program could collect if they focused on child trafficking as Agent Rod Giguere did in Maine.
The Department of Justice (DOJ)’s Child Exploitation and Obscenities unit has been, by many accounts, totally disabled under US Attorney General Eric Holder. Mr. Holder even refused to prosecute his own Assistant United States Attorney caught doing child porn on DOJ computers…..

Child trafficking and porn are the fastest growing crimes in America. With billions being laundered in black money it makes solid economic sense for the IRS to focus on the child porn industry.  Eric Holder’s Department of Justice has demonstrated they have no interest in prosecuting pedophiles, not even their own. The IRS should be given substantial resources to compensate for DOJ’s disgraceful failure. American tax-payers, not to mention America’s children, will reap huge rewards.

Chairman Smith: Internet child pornography may be the fastest growing crime in America, increasing an average of 150% per year.  Every day online criminals prey on America’s children with virtual anonymity. And according to recent estimates, there are as many as 100,000 fugitive sex offenders in the U.S.
Congress has taken important steps to combat child exploitation, including passage of the Adam Walsh Act in 2006 and the PROTECT Our Children Act in 2008.  But our work is not done.
That is why Representative Debbie Wasserman Schultz and I introduced H.R. 6063, the Child Protection Act of 2012.  It provides law enforcement officials with important tools and additional resources to combat the growing threat of child pornography and exploitation.

This bipartisan legislation increases penalties for child pornography offenses that involve young children and strengthens protections for child witnesses and victims.  The bill allows a federal court to issue a protective order if it determines that a child victim or witness is being harassed or intimidated and imposes criminal penalties for violation of a protective order.

The debate over Rep. Todd Akin’s widely condemned comments on “legitimate rape” has largely centered on abortion and Republican efforts to outlaw the procedure, even in cases of rape. But the controversy has also uncovered a little-discussed issue: When some rape victims do choose to give birth to a child conceived through sexual assault, they find that the legal door is left wide open for their victimization to continue. It sounds unfathomable, but in many states the law makes it possible for rapists to assert their parental rights and use custody proceedings as a weapon against their victims….

Part of the problem is that many rapes go unprosecuted. According to the Rape, Abuse and Incest National Network, only 9 out of every 100 rapes are prosecuted and just 5 lead to a felony conviction. But of the 19 states that have laws addressing the custody of rape-conceived children, 13 require proof of conviction in order to waive the rapist’s parental rights. Two more states have provisions on the issue that only apply if the victim is a minor or, in one of those cases, a stepchild or adopted child of the rapist. Father Benedict Groeschel, American Friar, Claims Teens Seduce Priests In Some Sex Abuse Cases   The Huffington Post   By Meredith Bennett-Smith update 08/31/2012  In a recent interview with the National Catholic Register, Father Benedict Groeschel, of the conservative Franciscan Friars of the Renewal, said that teens act as seducers in some sexual abuse cases involving priests….
In an interview with the National Catholic Register posted this week, Groeschel was asked about his work with the very conservative Friars of the Renewal, a breakaway order he founded 25 years ago. The conversation took an interesting turn, however, when the editor asked about the 78-year-old’s work with sexual abuse perpetrators.
“People have this picture in their minds of a person planning to — a psychopath,” Groeschel said. “But that’s not the case. Suppose you have a man having a nervous breakdown, and a youngster comes after him. A lot of the cases, the youngster — 14, 16, 18 — is the seducer.”

Pressed for clarification, the New York State-based religious leader explained that kids looking for father figures might be drawn to priests to fill an emotional hole in their lives.
Furthermore, Groeschel expressed a belief that most of these “relationships” are heterosexual in nature, and that historically sexual relationships between men and boys have not been thought of as crimes. “If you go back 10 or 15 years ago with different sexual difficulties — except for rape or violence — it was very rarely brought as a civil crime. Nobody thought of it that way… And I’m inclined to think, on [a priest’s] first offense, they should not go to jail because their intention was not committing a crime.”
The fact that the interview was published, without comment, in the National Catholic Register was significant due to the publication’s affiliation with disgraced Legion of Christ religious order.
In 1995 the legion was part of a group of investors who saved the National Catholic Register from closing. (The Legion later sold the paper, which is now owned by the Eternal World Television Network.)The powerful clerical order was also part of one of the most damaging scandals, involving its one-time leader, the Rev. Marcial Maciel, the highest-profile Catholic clergyman ever to be accused of sexual abuse, according to Time magazine….

Groeschel is an influential voice in the American Dioceses and continues to maintain a high-profile in the church, writing several books and appearing weekly on a religious television network….

Priest charged with hiding sex crimes August 31, 2012  Joanne McCarthy
HE was the ”right-hand man” of a bishop, and a one-time acting bishop himself, but priest Tom Brennan has become the first Australian Catholic priest charged with concealing the alleged child sex crimes of another.
Father Brennan, 74, was arrested and charged yesterday with two counts of misprision of a felony – failing to disclose a serious crime – relating to alleged child sex offences by defrocked priest John Denham against two boys in the late 1970s.

The offences allegedly occurred at St Pius X, in the Newcastle suburb of Adamstown, where Father Denham was a teacher and Father Brennan was school principal.
Strike Force Georgiana’s Detective Sergeant Kristi Faber also charged Father Brennan with eight counts of sexually assaulting a boy, 8, at a Waratah church in 1984 and 1985, and two counts of assault.
In addition Father Brennan, of Toronto, south of Newcastle, was charged with assaulting the two boys by caning them after they allegedly reported being sexually assaulted by Father Denham, 70….
One of the men from the Hunter Valley, who alleged Father Brennan caned him in 1978 after he alleged Father Denham had repeatedly sexually assaulted him at the school, thanked police for a determined investigation.

”If this makes one person stand up and say, ‘This is what happened to me’, then I’ll feel better,” he said….

Jimmy Savile, the television presenter and media personality, knighted for his charity work for sick and disabled children is to be exposed as a prolific sexual abuser of girls as young as 12 in a documentary this week. This news will not come as a shock to many, as the rumours about Savile have been in the public domain for decades. That’s the truly shocking part of this story – so many people either knew or suspected the fact that Savile was assaulting underage girls but chose to do nothing whatsoever about it.

A number of Savile’s former colleagues interviewed for the documentary admitted that his predatory behaviour towards young girls was an open secret at the BBC. Wilfred De’Ath, who worked with Savile in the 1960s, told of how he spoke to a girl he believed to be 12 years old while she was in bed with the presenter the morning after he had seen Savile with her at a restaurant, describing her as like a “little lost soul”. De’Ath admitted that it was “common gossip” that Savile was an abuser. Still, it appears that neither he nor any other colleagues reported him either to the BBC bosses or police….
The testimonies of the women that appear in the Savile documentary are heartbreaking. One spoke of how she was raped by Savile, but that she blamed herself because “no one blamed him.” Another was locked in an isolation unit for days at her approved school when she made allegations about Savile in the 1970s, because she was assumed to be lying, as are so many abused children both then and now. “No one believed me then and I don’t expect anyone to believe me now.” Unless we start listening to children, in decades to come we will be hearing the same tragic stories.

Jimmy Savile alleged to have abused girls as young as 13 Documentary to air claims by several women that TV presenter assaulted them when they were children Ben Quinn    The Guardian, Friday 28 September 2012
Jimmy Savile, the eccentric television star and Top of the Pops host who was knighted in 1990, was a sexual predator who abused girls as young 13, an investigative documentary to be broadcast next week will allege.
Up to 10 women are said to have come forward to claim that they were sexually assaulted by Savile during the 1970s, when they were underage teens, and that their lives were “destroyed and devastated” as a result. The abuse, ranging from rape to indecency, is alleged to have taken place in public places, including schools, hospitals and the BBC studios where the entertainer hosted family-oriented shows including Jim’ll Fix It….

In a statement issued on Friday, the BBC said it had conducted extensive searches of its files to establish whether there was any record or allegation of misconduct by Savile during his time at the BBC but no such evidence had been found….

BBC Crisis Over Jimmy Savile Sex Abuse Scandal Widens; Chief Announces Inquiries AP By JILL LAWLESS 10/13/2012  LONDON (AP) — The BBC is struggling to contain a crisis sparked by allegations of serial sexual abuse against the late Jimmy Savile, a longtime children’s television host.

Dozens of women have come forward to say that Savile, who died in October 2011 aged 84, sexually assaulted them when they were as young as 13. London’s Metropolitan Police, which is leading a national investigation, says it has identified 40 potential victims.
The publicly funded national broadcaster is facing questions about its failure to stop Savile’s predatory behavior, which was an open secret in showbiz circles during his heyday several decades ago.
BBC Director-General George Entwistle announced late Friday that the broadcaster would hold an inquiry into the “culture and practices of the BBC during the years Jimmy Savile worked here.” “It will examine whether that culture and those practices allowed him or others to carry out the sexual abuse of children,” said Entwistle, promising a “forensic but also soul-searching examination.”
Some assaults are alleged to have taken place on BBC premises, others at hospitals and schools Savile visited as part of his charity fundraising….The allegations against Savile were eventually aired in a documentary broadcast earlier this month on the rival ITV channel.

The British government said it would hold its own investigation into how Savile was appointed to lead a taskforce overseeing management restructuring at Broadmoor psychiatric hospital in the 1980s. Former patients at the hospital have claimed Savile abused them…. He was knighted by both Queen Elizabeth II and the Vatican for his charity work, but his reputation has been in free-fall since the abuse allegations were made public. Last week his family removed the headstone from his grave in Scarborough, northeastern England, and destroyed it, “out of respect for public opinion.”

Scotland Yard is preparing to examine claims a powerful paedophile network may have had links to Downing Street and a former prime minister. Labour MP Tom Watson shocked the Commons yesterday by alleging there was ‘clear intelligence’ linking a former Number 10 aide with a notorious group of sex offenders. He has compiled a dossier allegations for the Metropolitan Police, which is currently dealing with hundreds of allegations of abuse against Jimmy Savile. Scotland Yard today said the number of the broadcaster’s victims was ‘fast approaching’ 300, with 400 separate lines of inquiry.     Meanwhile 160 people alone have complained of abuse to the NSPCC since the scale of Savile’s paedophilia was revealed. But the scandal was widened yesterday when Mr Watson suggested a Number 10 insider was named in files connected to the conviction of a child porn smuggler in the early 1990s….

Mr Watson said there was a trail between the evidence used to convict a child abuser called Peter Righton in 1992, and No 10. He told the Commons: ‘The evidence used to convict paedophile Peter Righton, if it still exists, contains clear intelligence of a widespread paedophile ring. ‘One of its members boasts of his links to a senior aide of a former prime minister who says he could smuggle indecent images of children from abroad….

Jimmy Savile scandal: the evil we do in giving celebrities a free pass

….Part of the reason Savile and others were able to prey on young people with impunity was that their word was always considered more valuable than those of their victims. The point when sympathy for Peter Rippon, the man who halted the Newsnight investigation into Savile’s crimes, evaporated was when it emerged that he’d dismissed the collaborative testimony of four of Savile’s victims as “just the women”, adding for good measure that, 40 years ago, 14 years old was “not too young” to be a girl in a special school, manipulated and bribed into sexually servicing a powerful man. How appalling.

Such behaviour is utterly reprehensible, whatever age a preyed-upon person is. For under-16s, then as now, it is immoral and illegal. The age and gender of the people who complained about Savile was viewed, even last November, as somehow a mitigation of his behaviour, when those, along with his celebrity, were actually details that abetted him in both his exploitation and his ability to get away with it.
These “household names” still have that advantage. And they’ve been tipped off that any day now, their advantage can be played once again. Britain’s obsession with celebrity is beginning to look not just silly, but extremely dark, even evil.

At least seven alleged victims of Jimmy Savile made complaints of sexual assault against him to police while the TV presenter was still alive, according to the Scotland Yard team investigating the abuse scandal.

Officers said Operation Yewtree had been contacted by around 300 alleged victims and is being treated as a major incident. “We are dealing with a major criminal investigation. This is a watershed moment for child abuse investigations and Yewtree will be landmark investigation,” said Commander Peter Spindler
As police prepare to make a number of arrests of individuals who allegedly sexually assaulted children with Savile or alone, Scotland Yard revealed that a criminal inquiry was mounted into an alleged indecent assault of a girl on BBC premises in Shepherd’s Bush more than 30 years ago.

The complaint, which was investigated by a Scotland Yard officer, was one of at least seven allegations of sexual assault made to police while Savile was alive. None of the complaints led to him being prosecuted…..
A boy from the Haut de la Garenne children’s home in Jersey is also known to have told police that he was assaulted by the celebrity.
Spindler said the number of victims who had now come forward over the last three weeks alleging sexual assaults by the late TV celebrity and other living individuals was around the 300 mark. “It is quite staggering the numbers of women – and they are predominantly women – who have come forward,” Spindler said.
Detectives have recorded 114 alleged crimes of sexual assault and serious sexual assault, mostly relating to Savile but also to other individuals from a number of different institutions. Officers are using the Holmes computer database, normally use in homicide inquiries.

Of the 300 alleged victims, the majority had made complaints about Savile but a number of allegations related to living individuals, Spindler said….

Newsnight’s editor stopped his journalists’ investigation into paedophilia allegations against Jimmy Savile just two days after the BBC published its Christmas schedule, which included tribute programmes to the late presenter. By Sam Marsden 26 Oct 2012
Peter Rippon expressed enthusiasm about the project on November 25 last year and even talked about plans to broadcast it, but less than a week later he changed the parameters of the story and then halted the editing of the film. In between, on November 29, the BBC had announced its final schedule of Christmas shows, including two TV tributes to Savile. Critics have suggested that the decision to axe the Newsnight investigation into the star’s sexual abuse of under-age girls was taken to avoid embarrassing the Corporation, which has since been badly damaged by the scandal….

Meanwhile, it emerged on Friday that Savile gave a television interview six years ago in which he insisted without being prompted, “I don’t do underage sex”. The eccentric star said he “never loved” the children he worked with on Jim’ll Fix It but claimed he “respected them” and “wasn’t yucky to them”. Asked whether he would have liked to have become a father, Savile said: “I think all children should be eaten at birth.”….

The late DJ and TV personality used his 1974 autobiography to give a lurid account of the incident, which he said was an attempt by him to put out a lit match that had accidentally flown down the female guest’s top. Savile described in humorous terms how the woman screamed when he touched her, drawing the attention of the other party-goers and prompting one MP to shout, “Good Lord, he’s got her by the t**s!”. He insisted that the matter was “eventually sorted out” despite being “as usual vastly misunderstood” by those present. The episode may have been as innocent as Savile claimed, but it appears to provide another example of the presenter getting away with inappropriate behaviour in public because of his eccentric reputation….

By ROBERT MACKEY October 26, 2012  ….As the Reuters media critic Jack Shafer explained, “Since the ITV program aired, Scotland Yard and other police forces have opened criminal investigations of the allegation; the BBC has commenced its own internal investigation; members of Parliament are threatening to lay siege to BBC Television Centre; newspapers are ripping the BBC for allegedly abetting Savile,” and the man who ran the BBC at the time has been forced to issue a statement denying that he exerted any pressure on the editor of “Newsnight” to kill the story.
The sudden deterioration in Mr. Savile’s reputation led to large swathes of the BBC’s own programming being devoted this month to self-analysis and soul-searching, and led some veteran newspaper journalists to ask why no one, including London’s notoriously intrusive tabloid press, had managed to substantiate the allegations before the entertainer passed away last year at the age of 84.

In a recent episode of the topical comedy show “Have I Got News For You,” the Irish comedian Graham Linehan observed, after watching an archival clip of Mr. Savile joking a decade ago about having sex with “anybody I can lay my hands on,” that “he was very good at hiding in plain sight with that kind of comment, wasn’t he? Apparently his biography is full of, basically him admitting that he did all of this. And so, he created a smokescreen comprised of the truth.”

Op-Ed Columnist  Predators on Pedestals  By BILL KELLER  October 14, 2012  America has Jerry Sandusky. Britain has Jimmy Savile. Sandusky you know; the predatory Penn State football coach was sentenced last week to spend his remaining years in prison for raping boys who looked up to him. Savile you may have missed; a venerable British TV personality who died last year, he is now at the center of a posthumous scandal unspooling in London. His appetites ran mostly to adolescent girls, but otherwise the parallels are striking. In both cases, the story is not just one of individual villainy but of the failure of a trusted institution, if not a flaw in the wider culture.

Perhaps you’ve had your fill of these sordid accounts — the celebrity gropers, the pedophile priests, the fondling in the locker room shower, the witnesses who look the other way. But Savile’s case is worth mulling, if only because the institution in which his serial child abuse took place is one of the most respected media organizations in the world, a putative shrine to truth and accountability: the BBC. And in the early days of the scandal the revered broadcaster has faced the same questions of dereliction or outright cover-up that dogged Penn State and the Catholic Church when they experienced their respective outbreaks of infamy.

To appreciate Jimmy Savile’s place in English culture, imagine a combination of Dick Clark of “American Bandstand” and Jerry Lewis, maestro of the muscular dystrophy telethon. Savile was the longest-serving host of the immensely popular BBC music show “Top of the Pops,” and the star of another long-running show called “Jim’ll Fix It,” in which he pulled strings to grant the wishes of supplicants, mostly children. Like Sandusky, he buffed his reputation by throwing himself into charity work. Like Sandusky he seems to have used his philanthropy both to identify vulnerable children for his personal sport and to inoculate himself against suspicion. The good deeds helped earn Savile two knighthoods, one bestowed by the queen, the other by the pope. He was Sir Jimmy, confidant — or at least photo-op accessory — of royals, prime ministers, even Beatles….

The testimony of his accusers describes what Malcolm Gladwell calls, in a shuddersome study of Sandusky’s ilk published in The New Yorker last month, “child-molester tradecraft.” You have “the subtle early maneuvers of victim selection,” the screening out of children who object or who are supervised closely by parents, the testing, ingratiating, “grooming” and “desensitizing the target with an ever-expanding touch,” the escalation of abuse.
Gossip about Savile’s fondling of young teenagers was rife, but never rose to a level deemed newsworthy during his life. But on Oct. 3 the investigative program “Exposure,” on the rival ITV network, aired a damning documentary. It included interviews with five women who described being sexually abused as teenagers and with colleagues who witnessed compromising behavior. After that, the deluge. London police now say they are pursuing more than 300 leads, and that they believe Savile abused girls as young as 13 over the course of four decades — in his BBC dressing room, in hospitals where he was a benefactor, in the back of his white Rolls-Royce.

It turns out that the BBC’s own investigative show, “Newsnight,” had also delved into Savile’s history, but ended up killing the program last December. It would have run a few weeks before a BBC holiday tribute to the memory of Jimmy Savile….

Esther Rantzen: ‘How I long to turn the clock back’ We were all part of a conspiracy of silence – and that’s why it is vital that Savile’s victims come forward to tell their stories  By Esther Rantzen 07 Oct 2012
As I arrived at an NSPCC conference last week, a taxi pulled up, and the driver shouted to me. “Esther!” I walked over. “Jimmy Savile was in my cab some years back, with two very young girls he said were his nieces. But they weren’t. What he got up to with them in the back of the cab was bad, very bad. I knew it was wrong. But what could I say?”

For decades, nobody said anything, at least not publicly, not officially. Everyone knew – that is, everyone in the television and pop music industries knew. The rumours swirled around him, that he sexually abused young girls. A journalist friend told me in the 1970s about a little girl with a heart defect. Jimmy had helped her to have the defect surgically corrected. A newspaper heard about his generosity and contacted the girl’s family to run the story, but the family refused to talk to them because they were sickened by what they knew he had done to her to make her “earn” the operation.

But that story, like all the others I heard, was hearsay, rumour, gossip. Many a person has been crucified unjustly by rumour. A lie, they say, goes halfway around the world before truth has got its boots on. So for decades the abuse was an open secret, and Jimmy easily rebuffed the rumours when interviewers like Louis Theroux and the psychiatrist Anthony Clare dared to put them to him….
But now the truth is out. More victims are emerging every day, telling stories of the sexual abuse by Sir Jimmy of children as young as nine, on one occasion alongside the convicted paedophile pop star Gary Glitter. They reveal that, like every practised paedophile, he targeted the most vulnerable children, including those in care. Jimmy, for instance, reportedly visited the notorious Jersey children’s home, Haut de la Garenne, several times in the Sixties and Seventies, where seven people have since been prosecuted for child abuse….

Knighted by both the Queen and the Pope, Sir Jimmy hid the private reality that he was also a prolific, predatory paedophile. All of his crimes – the multitude of attacks committed in his famous Rolls-Royce, in his caravan, in schools and children’s homes, in his dressing room and in a London taxi – remained an open secret. In spite of the fact that he flaunted his taste for underage children, police investigations failed, newspaper investigations were never published, a Newsnight film was dropped, and through it all Jimmy’s image remained intact….
But the shock of his callousness, his ruthlessness as described by these women, was so profound that I found myself in tears. I listened to the careful, factual accounts by the women, whose recollections were so vivid and detailed that it was clear they were describing scenes etched on their memories. The helplessness of the children he had preyed upon made me long to turn the clock back, to assure them it was not their fault. It was all true; I had no doubt. Without knowing it, they corroborated each other by describing similar attacks that still caused them pain and shame, even down to the sexually transmitted disease with which he had infected two of the girls. Now they have been further corroborated by the other victims coming forward every day; at the time of writing, more than 40 of them….

Why were they silent for so many years? Because abused children find it difficult to describe the crimes against them. The shame is transferred to them, the guilt rubs off, they feel defiled. They think – because they are often threatened – that nobody will believe them if they do have the courage to ask for help. And in this case they were right. As the documentary shows, Charlotte, one child who did speak up and fight back, was punished for it. Jimmy was a regular visitor to the Duncroft Approved School for Girls, near Staines in Surrey, where Charlotte was a pupil. He invited her to his caravan, told her to sit on his lap and put his hand up her jumper. When she protested, her teachers dragged her away and told her off: “Uncle Jimmy does so much good for the school.” She was taken to the isolation unit for two or three days and told to retract her allegations. “I hated it in there,” she says now. “It was a padded cell, and you were just locked in a room and left.”….

LONDON — The story seemed perfect for the British Broadcasting Corporation’s hard-hitting “Newsnight” program: a nationally beloved television host, it seemed, had also been a pedophile who for decades preyed on young teenagers in hospitals, in children’s homes — and in the halls of the BBC itself. “Newsnight” found women willing to go on air to declare that the host, Jimmy Savile, who died last year, had abused them when they were young. But last December, as the segment neared completion, it was abruptly canceled by the editor in charge, who said there was not enough evidence to justify going ahead.

That decision, and the BBC’s earlier failure over four decades to investigate rumors about Mr. Savile’s behavior, is now the subject of three independent investigations. But they are just the latest and most explosive elements in a scandal that seems to widen by the hour, fed by a ferocious British tabloid press angry at the BBC’s coverage of the hacking scandal and eager, for a change, to write about misdeeds other than its own….
The Savile affair is by no means restricted to the BBC, drawing in some of Britain’s most important institutions. Scotland Yard has opened an investigation involving 14 other police forces and no fewer than 340 “lines of inquiry”; it said that from 1959 to 2006, Mr. Savile might have molested 60 or more underage girls.
But politically the primary focus is on the BBC. “Everyone has been sickened by the vile abuse perpetrated by Jimmy Savile,” Harriet Harman, deputy leader of the Labour Party, said in the House of Commons. “What has deepened the revulsion is that this happened at the BBC, an institution so loved and trusted it is known as Auntie. This has cast a stain on the BBC.”

Even more embarrassing for the corporation is that in December, right around the time it canceled the Savile segment on “Newsnight,” it broadcast three separate programs praising Mr. Savile. BBC executives have said that there was no relationship between the decisions to cancel the critical program and to broadcast the laudatory ones….
It is hard to convey exactly what place Mr. Savile occupied in British public life. Known for his outlandish costumes, his fancy cars and his bizarre appearance — he had peroxide-blond hair that he wore in a kind of aging-pageboy, Prince Valiant-style cut — he was as familiar a presence as Johnny Carson or Dick Clark, and as odd a character as Pee-wee Herman. He was knighted by the queen; he was a friend of Prince Charles. Four thousand people attended his funeral last year. His obituaries described him as a national icon.
Mr. Savile worked as a radio disc jockey when disc jockeys were just being invented. On BBC television, he was the first host of the “Top of the Pops” show, which counted down hit records each week. He also fronted the hugely popular “Jim’ll Fix It,” in which he solved the problems and granted the wishes of viewers, most of them children.

He was also a tireless fund-raiser, credited with raising as much as $75 million, whose work took him into hospitals, children’s homes and schools. Many of the accusations against him have come from hospital patients who say he molested them while they were literally in bed….
Rumors of Mr. Savile’s behavior swirled around the BBC, in the music business, on Fleet Street. He was even confronted by tabloid reporters and BBC officials, but always denied everything. In 2007, the Surrey Police Department investigated complaints from hospital patients dating from the 1970s, but prosecutors failed to bring charges.
“I heard massive stories about Jimmy Savile being a dirty old man who kind of touched up anything in a skirt,” said a BBC reporter who began working there in the 1980s. She spoke on condition of anonymity because BBC employees are not authorized to speak to outside reporters.

Savile’s hospital access to be examined: Health officials announce inquiry into abuse at three institutions By Sam Greenhill 17 October 2012 Health chiefs yesterday belatedly announced an inquiry into Jimmy Savile’s reign of abuse at three NHS hospitals. But it will be run by the Department of Health itself, raising fears it cannot be truly independent.  Former barrister Kate Lampard will oversee the investigation to provide ‘independent oversight’, Downing Street pledged.

It will examine why the paedophile presenter was given the keys to Broadmoor mental hospital, a bedroom at Stoke Mandeville and free rein at Leeds General Infirmary. He allegedly raped and molested young victims for decades without anyone stopping him. There are suspicions a blind eye was turned to the abuse because the hospitals reaped millions of pounds through Savile’s fundraising. Labour is still calling for a full independent inquiry into the scandal. Deputy leader Harriet Harman said: ‘I think what we need to do is get to the truth….
Savile, who raised £40million for the hospital in his lifetime, boasted that he ‘lived’ in a bedroom managers had given him at Stoke Mandeville, Buckinghamshire, and said he could do as he pleased….

Astonishingly, he was even allowed to take young female patients out of the supposedly top-security hospital for rides in his Rolls Royce. And Savile boasted that he was actually responsible for getting some mentally ill patients – among them murderers – freed from their sentences.

Holidaymaker Sue Southgate was with a girl pal when he approached the two teenagers promising autographs. The unsuspecting pair followed him giggling to his first class quarters on the P&O liner SS Canberra where he startled them by casually taking off his trousers — even though Sue’s friend had her camera. Begging Sue for a “quick cuddle” as her chum took souvenir photos, the Top Of The Pops… — then aged 51 — pulled her on to his bed…. She said: “He was prancing up and down the corridors, introducing himself to everyone. He was obviously on the lookout for potential targets.”  Savile was kicked off the ship after a distraught couple accused him of inappropriate behaviour with their daughter aged just 14. The captain said: “I told him he disgusted me and I wanted him off my ship when we reached Gibraltar. I told an officer to make sure he remained in his cabin. He was not allowed to leave it under any circumstances short of shipwreck.”

Labour faces embarrassment over its calls for a wide-ranging inquiry into Jimmy Savile as senior party figures have previously called for the relaxation of child sex laws.

Harriet Harman, the Opposition deputy leader, said the allegations that the late TV and radio presenter abused dozens of young boys and girls had “cast a stain” on the BBC and other trusted institutions. But at the time Savile was at the height of his fame, Miss Harman was calling for the relaxation of the law on child pornography.

She was a leading light in the pressure group now known as Liberty, which advocated the lowering of the age of consent to 14.
The organisation, then run by the Health Secretary under Tony Blair, Patricia Hewitt, even counted among its affiliates a number of extreme pro-paedophilia groups whose leaders were later jailed. It means that any independent public inquiry into the culture that allowed Savile to abuse children for so long with impunity, could end up looking into the radical left-wing demands for the liberalisation of child sex laws that were made in the 1970s….
As The Daily Telegraph first disclosed in 2009, in the 1970s the extreme end of the sexual liberation movement included groups who openly campaigned for the abolition of the age of consent. The Paedophile Information Exchange and Paedophile Action for Liberation affiliated themselves to the National Council for Civil Liberties, now known as Liberty. NCCL complained to the press watchdog about their treatment by tabloid newspapers and in one article admitted it had “plenty of contact” with PIE, and argued that children are harmed by having to go to police and courts after a “mutual relationship with an adult”.

In 1976 the NCCL submitted a response to the Government’s plans to reform sex laws that was dubbed a Lolita’s Charter as it claimed “childhood sexual experiences, willingly engaged in with an adult result in no identifiable damage”. The organisation said that children as young as 14 should be able to consent to sex, to reduce the “harmful effects of the present laws”. It went on to say it is “logical” for the age of consent to be abolished but “we fear” it would not be “politically possible”.
Miss Harman, then a newly qualified solicitor, joined the group as legal officer two years later. In April 1978 she wrote the NCCL’s response to the Protection of Children Bill, which was put before Parliament in order to tighten the laws on child pornography by banning indecent images of under-16s. It claimed that the new law could lead to “damaging and absurd prosecutions” and “increase censorship”. She suggested that pornographic photographs or films of children should not be considered indecent unless it could be shown that the subject had suffered, and that prosecutors would have to prove harm rather than defendants having to justify themselves….

Miss Harman left NCCL in 1982 when she was elected MP for Camberwell and Peckham, by which time several members of PIE had been jailed for conspiracy to corrupt public morals. Harriet has fought for child protection from sexual abuse over the last 30 years – any attempt to suggest otherwise is untrue and malicious.

At least five former pupils have told how the DJ abused them during visits to Duncroft Approved School when it was under direct Home Office control. They claim that the Jim’ll Fix star was given his own flat in the building in Staines, Surrey, by the headmistress in what one victim described as a “paedophile sweet shop”.
The institution for emotionally disturbed girls was under the direct supervision of the Home Office until April 1973, a report in the Daily Mirror claims. It was visited regularly by government inspectors. A former pupil Toni Townsend, one of three girls photographed with the star in 1972, told the newspaper: “Jimmy treated Duncroft like a paedophile sweet shop….

“He used to take his pick of the mix. He would wander around the school in a vest and tracksuit bottoms. “He stayed in a flat on the top floor. He was the only man allowed to stay overnight. Who knows what horrors happened up there. “The girls at Duncroft had been sent there by the courts for prostitution, drugs and because they tried to kill themselves. Who would have believed us against Saint Jimmy?”
A fellow pupil Carole Wells, now 52, told how Savile once assaulted her in his Rolls-Royce after the headmistress asked if she wanted to go for a ride with him….

Meanwhile his former assistant Janet Cope told how Savile had an explosive temper that terrified everyone from hospital staff to fund-raisers….

BBC in a spin as sex scandal escalates October 27, 2012  A long list of blunders over its treatment of molester Jimmy Savile is haunting the broadcaster, writes Jane Wheatley.
He was the biggest television star in Britain, courted by prime ministers, princes and the Pope. And now the millions of people who had watched, laughed at and grew up with the late Sir Jimmy Savile, OBE, KCSG, are trying to come to terms with the fact that he had been sexually abusing underage girls for 50 years. It was shocking, people agreed, and yet somehow not surprising: when you watch old clips of him fondling star-struck children, it all seems so obvious – and shameful. Why hadn’t they realised?

More to the point, why did the BBC fail to investigate the rumours that we now know were rife in the ’60s and ’70s: that their golden goose, kingpin of top-rating shows Top of the Pops and Jim’ll Fix It , was entertaining young girls from studio audiences in his dressing room and at post-show parties, delivered to him by program assistants. Or that when he was out on the road running for charity he took young fans to bed in his campervan.
And after Savile’s death last year, why was an investigation into his predatory activities by the BBC’s flagship current affairs show, Newsnight, suddenly dropped – to be followed a month later by two fulsome tribute programs? And why did the BBC file away incendiary evidence gathered by Newsnight producer Meirion Jones and reporter Liz Mackean, only to see the same material used by its arch competitor, ITV, in a report screened a year later, which delivered compelling testimonies from more of Savile’s alleged victims….

The allegations are bad enough: that Savile not only cherry picked young fans for sexual favours, but targeted the most vulnerable – in hospitals, at Broadmoor secure psychiatric institution and at Duncroft, an approved school for emotionally disturbed girls. As a celebrity volunteer and fund-raiser he was often given his own flat or dressing room where he took his ”victims”. “The younger the better,” was Savile’s motto, according to his biographer, Dan Davies.
But Savile was not particularly secretive about his activities – staff at those institutions now seem, at some level anyway, to have known what he was up to. So why did nobody do anything?
One by one, Savile’s former BBC colleagues and producers were hauled out of retirement as Panorama presenter Shelley Jofre asked that question.

As a young reporter, Martin Young joined Savile on a charity run and found him lying on the bed in his campervan with a teenage girl.
“I thought he was a pervert,” Young told Jofre. Did he think about reporting it? “No, it never crossed my mind, and I take my share of blame for that.”
Reporter Bob Langley saw girls – “12, 13, possibly 14, definitely not 15” – coming out of the campervan. “[Savile] indicated to me in a nudge-nudge sort of way that he had just had sex with one of them … Should I have reported it? What would have happened? He would have said it was a joke and that would be the end of it.”

Former UK pop star Gary Glitter held in Savile probe By Alessandra Rizzo LONDON Sun Oct 28, 2012  (Reuters) – British police arrested convicted sex offender and former pop star Gary Glitter on Sunday as part of an investigation into allegations of child sex abuse by the late BBC presenter Jimmy Savile, media said.
Glitter was released on bail some 10 hours later. But the arrest – the first to be reported in the case – widened a scandal that has already damaged the reputation of the publicly-funded BBC and the legacy of Savile, a former DJ who was one of the broadcaster’s top show hosts and a prolific charity fundraiser….

Glitter served two months was jail in Britain in 1999 for possession of child pornography. He then moved to Cambodia, but was deported in 2002 due to suspected sex offences.
In 2006, a Vietnamese court convicted him of committing obscene acts with two girls aged 10 and 11 and sentenced him to four years in jail. On his release he returned to Britain.
Allegations that Savile sexually abused young girls for decades first emerged in an expose on the British TV channel ITV. Since then, police say some 300 victims had come forward.
Victims’ allegations broadcast by ITV include claims from one woman that she had seen Glitter having sex with an underage girl in Savile’s BBC dressing room while Savile abused another girl. Glitter has denied the claim, according to the BBC.

Mystery surrounds graves at boys’ reform school By Rich Phillips, CNN Mon October 15, 2012
Marianna, Florida (CNN) — This Florida panhandle town is the home of a mystery that has been lost to time. A small cemetery buried deep into the grounds of a now-defunct boys reform school dates back to the early 1900s. Rusting white steel crosses mark the graves of 31 unidentified former students. Former students said the deaths were at the hands of abusive administrators, but a 2009 state investigation determined there was no evidence of criminal activity connected with any of the deaths or of abusive treatment. But the investigation did not clear up the mystery over the fate of 50 other students who died at the school and whose bodies have not been accounted for.

In the wake of that investigation, more former students — who are now senior citizens — have come forward with stories of abuse at the school, including alleged beatings, killings and the disappearance of students, during the 1940s, ’50s and ’60s….
The mystery surrounding the graves first made headlines in 2008 when Florida’s then-governor Charlie Crist ordered an investigation after a group of men, known as “the White House Boys,” came forward with stories of how they were beaten with leather straps by school administrators inside a small, white building on school property. Robert Straley, who spent about 10 months at the school in the 1960s for allegedly stealing a car, said he was taken to the “white house” on his very first day.

“I came out of there in shock, and when they hit you, you went down a foot into the bed, and so hard, I couldn’t believe. I didn’t know what they were hitting you with,” said Straley. The small cemetery dates back to the early 1900s. Some former students at the Florida Industrial School for Boys in Marianna now say victims of abusive school administrators are buried there, CNN reported. When the Florida Department of Law Enforcement investigated in 2009, it found that 31 boys buried in the woods behind the school died either from the flu or in a fire. But University of South Florida anthropologist Dr. Erin Kimmerle found 18 more bodies buried without markers. “We found burials within the current marked cemetery, and then we found burials that extend beyond that,” she said. “These are children who came here and died, for one reason or another, and have just been lost in the woods.”….

A group of men came forward in 2008 and said the “White House” — a small concrete building on school grounds — was the site of brutal beatings and whippings in the 1960s. Former administrator Troy Tidwell downplayed their claims, saying only that “spankings” took place. Belgian woman in child-sex case enters convent  Tuesday, August 28, 2012
Brussels – A woman who let two 8-year-old girls starve in a cellar and helped her pedophile husband carry out horrific abuse of other girls went from prison to a convent Tuesday, outraging Belgians who opposed the early release of one of the country’s most despised criminals.
The nation’s highest court approved Michelle Martin’s release after serving 16 years of a 30-year prison term for her role in the mid-1990s kidnappings, rapes and killings by her then-husband, Marc Dutroux….

The Dutroux case horrified the nation and led to widespread changes in Belgian police procedures. Police had visited the home twice in the mid-1990s and didn’t find the kidnapped girls, although they heard voices, and ignored a letter from Dutroux’s mother that expressed concern her son was abusing young girls.
Dutroux, an unemployed electrician and convicted pedophile on parole at the time of the crimes, was arrested in 1996 and convicted eight years later of abducting, imprisoning and raping six girls between the summers of 1995 and 1996. He was also found guilty of murdering two of the six girls, who ranged in age from 8 to 19 years old. He is serving a life sentence.

The last two of Dutroux’s kidnap victims were found alive in his basement a few days after his arrest. Martin was accused of conspiracy in the kidnappings and imprisonment leading to the deaths of the two starved girls, who were held in a secret dungeon specially built in a cellar. Martin said she had been too scared to go into the cellar to feed them while Dutroux was serving a four-month jail term for car theft. One year after they were kidnapped, the bodies of the two were found in the garden of a house that Dutroux owned.

BOSTON (AP) — Another man came forward Tuesday to accuse a now-dead Boston Red Sox clubhouse manager of sexually abusing him. Former Kansas City Athletics and Royals clubhouse attendant Gerald Armstrong, 57, says Donald Fitzpatrick molested him in the late 1960s, beginning when Armstrong was 12, his attorney Mitchell Garabedian said. The attorney said Fitzpatrick abused Armstrong more than 20 times combined when the Red Sox traveled to play in Kansas City in 1967 and 1969. The Associated Press doesn’t normally release the names of alleged abuse victims, but Armstrong has allowed his name to be published. Garabedian is seeking $100 million from the Red Sox, $5 million for each of his 20 clients who claim Fitzpatrick abused them. Garabedian said he’s also investigating the abuse claims of another alleged victim of Fitzpatrick. The Red Sox have previously settled a lawsuit by seven Florida men who claimed Fitzpatrick abused them….

Fitzpatrick worked for the Red Sox between 1964 and 1991, when he resigned after the first allegation. He died in 2005 at age 76, while serving a 10-year suspended sentence following a 2002 guilty plea to four counts of attempted sexual battery against boys younger than 12.

….Today, many journalists, doctors, and the general public see the Allan Memorial Institute in Royal Victoria Hospital as the cradle of modern torture, a cradle built and rocked by Scottish-born Dr. Donald Ewen Cameron. To the patients of Dr. Ewen Cameron, our university was the site of months of seemingly unending torture disguised as medical experimentation — an experimentation that destroyed their lives and changed the course of psychological torture forever.

Cameron’s experiments, known as MK-ULTRA subproject 68, were partially funded by the CIA and the Canadian government, and are widely known for their use of LSD, barbiturates, and amphetamines on patients. In the media, they were known as the “mind control” studies done at McGill and were reported as a brainwashing conspiracy from the CIA and the Canadian government….
This story begins on June 1, 1951 at a secret meeting in the Ritz Carlton Hotel on Sherbrooke. The purpose of the meeting was to launch a joint American-British-Canadian effort led by the CIA to fund studies on sensory deprivation. In attendance was Dr. Donald Hebb, then director of psychology at McGill University, who received a grant of $10,000 to study sensory deprivation. It would be fifteen years after this meeting at the Ritz that Cameron would disastrously pick up where Hebb left off.

Dr. Hebb paid a group of his own psychology students to remain isolated in a room, deprived of all senses, for an entire day. In an attempt to determine a link between sensory deprivation and the vulnerability of cognitive ability, Hebb also played recordings of voices expressing creationist or generally anti-scientific sentiments – clearly, ideas psychology students would oppose. However, the prolonged period of sensory deprivation made the students overly susceptible to sensory stimulation. Students suddenly became very tolerant of the ideas that they had readily dismissed before. As a history professor at the University of Wisconsin – Madison, Alfred McCoy described in his book, A Question of Torture, that during Hebb’s own experiments “the subject’s very identity had begun to disintegrate.” One can only fathom the cognitive effects of Hebb’s work….

Cameron’s research was based on the ideas of “re-patterning” and “re-mothering” the human mind. He believed that mental illness was a consequence of an individual having learned “incorrect” ways of responding to the world. These “learned responses” created “brain pathways” that led to repetitive abnormal behaviour.
Dr. Cameron wanted to de-pattern patients’ minds with the application of highly disruptive electroshock twice a day, as opposed to the norm of three times a week. According to him, this would break all incorrect brain pathways, thus de-patterning the mind. Some call it brainwashing; Cameron called it re-patterning….
Step 1: To prepare them for the de-patterning treatment, patients would be put into a state of prolonged sleep for about ten days using various drugs, after which they experienced an invasive electroshock therapy that lasted for about 15 days. But patients were not always prepared for re-patterning and sometimes Cameron used extreme forms of sensory deprivation as well….
Step 2: Following the preparation period and the de-patterning came the process of “psychic driving” or re-patterning, in which Cameron would play messages on tape recorders to his patients. He alternated negative messages about the patients’ lives and personalities with positive ones; these messages could be repeated up to half a million times….

The experiments done at McGill were part of the larger MK-ULTRA project led by Sidney Gottlieb of the CIA. In 1963, the year in which MK-ULTRA ended, the CIA compiled all the research into a torture manual called the Kubark Counterintelligence Interrogation Handbook. Yes, a “torture manual” that would eventually define the agency’s interrogation methods and training programs throughout the developing world….
Following 9/11, the war on terror and the generalized fearmongering that ensued, the Bush administration changed the rules of the game out of concern for homeland security. Then-U.S. Secretary of Defense Donald Rumsfeld approved special practices that included the “use of isolation facility for up to thirty days.” All of a sudden, the U.S. allowed the use of torture methods developed just up University.

Only decades later, in the 1980s, did past victims speak about their experiences, and by the nineties, the lawsuits began to pile up. In response, the Canadian government launched “The Allan Memorial Institute Depatterned Persons Assistance Plan,” which provided $100,000 to each of the former patients of Dr. Ewen Cameron. The International Common Law Court of Justice Convened 15 September, 2012 ….Under the authority of that Tribunal as well as Common Law and the Natural Land Law Jurisdiction of Sovereign Nations, I declare that as of this day, Saturday, September 15, 2012, a Public International Court of Justice is hereby convened to consider evidence related to charges of crimes against humanity and criminal conspiracy by institutions of church and state, and their fiduciary officers.

The crimes that will be documented and judged in our Court are abominable and almost unimaginable. They span centuries, and range from outright murder to systematic torture, rape, slave labor, germ warfare, medical experimentation, drug testing, involuntary sterilizations, child trafficking, genocide and wars of extermination against peaceful nations. These crimes are all the more heinous by the fact that they were often aimed at children and occurred not randomly by isolated individuals, but historically, systematically, deliberately, and officially, by express command of heads of church and state according to their laws and customs – and by the fact that many of these crimes carry on today against the innocent at the hands of the same authorizing institutions and heads of state.

The enormity of these crimes requires a new approach. For this Court is a unique experiment, in that under existing international law, institutions cannot be brought to trial or account for genocidal or criminal actions, despite the fact that these crimes arise from and are caused by such institutions. Urgent Update from the International Common Law Court of Justice Posted on September 17, 2012 by itccs  Hello again and welcome. This is September 17, 2012, and I’m Kevin Annett with the International Common Law Court of Justice.
Today, the Prosecutor’s Office of our Court is issuing Public Summonses to thirty two officials of church and state around the world, charging them with criminal offenses and summoning them to appear in our court. This Summons and the names and positions of these officials will be read today so that the world is able to follow these historic proceedings.

This Summons has particular force right now because of the refusal of the named churches and persons to respond this week to ten measures of justice demanded of them by their victims – and by a consequential Banishment Proclamation that has been issued against these churches by organizations of abuse survivors around the world.

On the Eve of A Final Accounting: An Update from Kevin Annett and The International Common Law Court of Justice Reverend Kevin Annett, M.A., M.Div. Salem-News.com Oct-05-2012
(BRUSSELS) – I’ve been traveling across Europe and North America since August, helping to establish our Common Law Court of Justice. This Court is something new and historic in the world, a grassroots movement of citizen-powered justice that on October 15 will begin to turn the tables on criminal bodies of church and state.
The Court is now functioning in seven countries, and will issue indictments and enforce its verdicts and sentences against those responsible for hideous crimes against children. More specific directions will be issued to all 58 of its citizen jurors before October 15.

Hundreds of people are on board now with the Court: citizen jurors, judges and prosecutors, and many eyewitnesses and plaintiffs. Summonses have been issued, including to the Pope himself and heads of state. And in response, a senior catholic Cardinal has shown a willingness to break from the Pope and negotiate some of our demands on behalf of a faction in the hierarchy.
And thanks to new information provided by church insiders, we are on the verge of revealing the unmarked graves of little children that scatter the lands of Canada, America, Ireland and other nations; and starting the process to bring those children home.

So here’s my report, written from Ireland, the Netherlands, Belgium, the USA and Canada….
Our action caused quite the stir in Holland. The top archbishop there wrote about our action to all his clergy, and that same week, over 20,000 people watched our broadcast from Holland about the launching of our International Common Law Court of Justice. (www.itccs.org, Sept. 15 and 17) In response, a German-Swiss television network broadcast our documentary Unrepentant to ten million people across Europe.

These kind of church occupations are definitely an Achilles Heel to criminal bodies like the Vatican, the Church of England and the United Church of Canada. Don’t forget that it was our March, 2007 occupations of Vancouver and Toronto churches and the massive media coverage of those actions that forced the government’s “apology” to residential school survivors a few months later.
But an even greater weapon in our arsenal is the hard evidence of church-sponsored crime and murder that will begin to go online globally on October 15. And this is clearly what churches and governments are worried about.
On September 18, an official with the European Union met with me for a day in Brussels and confirmed this.
“Parliamentarians here have been reading your documentation about the death rate in Canadian Indian schools, ever since your press conference in Rome two years ago” said the man.
“Some of us are preparing a motion to have Canada investigated for crimes against humanity, along with Pope Benedict. There is plenty of evidence showing collusion, thanks to your work.”

Equally encouraging, and a sign of the crisis in the Vatican, is that while in Brussels I received a communication from a senior Cardinal in Rome describing how an anti-Ratzinger element in the Curia wishes to discuss some of the Ten Requirements our Tribunal issued to the Pope on May 4 (www.itccs.org). I-Team: The Army’s secret Cold War experiments on St. Louisans Sep 25, 2012  By Leisa Zigman I-Team Reporter  St. Louis (KSDK) – Lisa Martino-Taylor is a sociologist whose life’s work has been to uncover details of the Army’s ultra-secret military experiments carried out in St. Louis and other cities during the 1950s and 60s. She will make her research public Tuesday, but she spoke first to the I-Team’s Leisa Zigman. The I-Team independently verified that the spraying of zinc cadmium sulfide did take place in St. Louis on thousands of unsuspecting citizens. What is unclear is whether the Army added a radioactive material to the compound as Martino-Taylor’s research implies.

“The study was secretive for reason. They didn’t have volunteers stepping up and saying yeah, I’ll breathe zinc cadmium sulfide with radioactive particles,” said Martino-Taylor. Army archive pictures show how the tests were done in Corpus Christi, Texas in the 1960s. In Texas, planes were used to drop the chemical. But in St. Louis, the Army placed chemical sprayers on buildings and station wagons.
Documents confirmed that city officials were kept in the dark about the tests. The Cold War cover story was that the Army was testing smoke screens to protect cities from a Russian attack. The truth, according to Martino-Taylor was much more sinister….
By making hundreds of Freedom of Information Act requests, she uncovered once-classified documents that confirm the spraying of zinc cadmium sulfide. Martino-Taylor says the greatest concentration was centered on the Pruitt-Igoe housing complex, just northwest of downtown St. Louis in the Carr Square neighborhood. It was home to 10,000 low income people. An estimated 70 percent she says were children under the age of 12….

Documents released in the 90s showed the Army placed sprayers on a former Knights of Columbus building on Lindell and in Forest Park. The Army always insisted the chemical compound was safe. Martino-Taylor believes documents prove otherwise.
“There is a lot of evidence that shows people in St. Louis and the city, in particular minority communities, were subjected to military testing that was connected to a larger radiological weapons testing project,” she said.

For the first time, she links the St. Louis testing to a company called US Radium, a company notorious for lawsuits involving radioactive contamination of its workers.

….I look first at my original concept of ethical autism, defined here as the purposeful reduction or blockage of information inside an organization or group, intending to 1) distort the perceptions of insiders to ensure compliance and advancement of the organizational goals 2) minimize the awareness of collective illegal and/or unethical activity of the organization, 3) create a false sense of security to members within the organization from outside threats due to illegal or unethical activity, 4) to stifle opposition, critical analysis, and ensure conformity to the organizational goals. Ethical autism ensures that the significance of harmful organizational actions will be underestimated by an internal audience; the control of information in this case study was essential to generating ethical autism.

I next propose the original concept of social autism to explain how organizations can successfully, systematically, and purposefully impede meaningful information flow to an  external audience, in order to manipulate public opinion, impede public debate and dialogue, and to ensure that the significance of harmful organizational actions will be unknown to or underestimated by an external audience. Three specific mechanisms snipping, spinning, and blizzarding), explained herein, are used towards this end. Snipping and blizzarding are original concepts, and unique to the literature. The three mechanisms (along with stonewalling) are used to regulate information outflow in an effort to obfuscate, downplay, or deny damaging organizational information to various internal and external parties. The purposeful and strategic utilization of these mechanisms thereby create internal effects (ethical autism) and external effects (social autism) on various audiences, whereby insiders and  outsiders are deceived as to potential dangers or harmful acts, and whereby full and open debate is strategically suppressed.

In this way, we can explain how “ethical lapses” might occur inside large organizations or coalitions that employ hundreds or thousands of individuals who move in and out of the organization over extended periods of time, such as during the five decades of state sponsored human subject testing in the United States. Through strategic use of these mechanisms, organizational leaders can control opposition, resistance, and debate both inside and outside the organization, in an effort to advance uninterrupted, organizational goals. ….For centuries, adults who preyed on children hid in the shadows. For every sexual predator witnessed in the act by an outsider such as McQueary, there were thousands who walked among us unsuspected and untouched.
Then the advent of the Internet dramatically changed this. Individuals with a sexual attraction to children began surfacing en masse, as they went online to do what millions of their fellow Americans were doing: accessing sexual content. But the content these individuals accessed – video and photos of children being raped, tortured and sexually displayed (child pornography) – was illegal.

By 2006, congressional hearings revealed hundreds of thousands of these criminals in the U.S. alone. Law enforcement officers at the helm of a national online nerve center told Congress that they identified 300,000 suspects in 2008. Each day, thousands of suspects were being logged and plotted on maps. More alarming, an estimated one in three was a hands-on offender, with local child victims.

Yet, the vast majority were not being investigated at all because of the lack of law enforcement funding. Children who could be rescued were instead ignored. The heroes on the front lines of this battle went home every night with the screams of children in their heads, knowing they simply didn’t have the manpower to go get them.
….The 2006 Barton hearings led to a bipartisan bill, the Protect Our Children Act of 2008, sponsored by then Democratic Sens. Joe Biden, D-Del., and Barack Obama, D-Ill., as well as Republicans John McCain, R-Ariz., and Orrin Hatch, R-Utah. Oprah Winfrey endorsed the legislation in a one-hour show, launching more than 500,000 angry viewers at the Senate and helping ensure passage.
The act authorized major increases in spending for combating child sexual exploitation and child rescue. For a few years, progress was dramatic. By 2010, law enforcement agencies were reporting they had identified and rescued 2,182 children in a single year, though the actual number was likely 10 times higher.

….This year, the Obama administration asked Congress to cut Protect Act spending by 27%. The House and Senate have proposed spending at below 2010 levels.

Suffer the Children By FRANK BRUNI Op-Ed Columnist September 10, 2012
Just how flagrant does a pedophile need to be before the people around him contact the police? Just how far beyond seeming to force himself on a boy in a shower or loading up his laptop with photos of little girls’ crotches does he have to go?
In the first instance I’m referring to Jerry Sandusky, whom Penn State officials allowed to continue working with children even after they were told that something was seriously amiss. In the second I’m referring to the Rev. Shawn Ratigan, a Catholic priest in Missouri whose superiors acted no less despicably.

In May 2010, the principal of a parochial school next door to the parish where Father Ratigan served sent a memorandum to the Diocese of Kansas City-St. Joseph, as Laurie Goodstein reported in The Times. It flagged his odd behavior, including his habit of instructing children to reach into his pockets for candy. In December 2010, hundreds of troubling, furtively taken photographs were found on his laptop, according to court testimony given too long after that fact. One showed a toddler’s genitals. In what jail or prison cell, you might ask, did Father Ratigan spend the first half of 2011? None.
After the photos were discovered, he attempted suicide, received counseling and was reassigned by Bishop Robert W. Finn, the head of the diocese, to a new post as a chaplain to an order of nuns. There he was allowed to celebrate Mass for youth groups and host an Easter egg hunt, and he was caught taking a photograph under the table, up the skirt of the daughter of parishioners who had invited him into their home.

In May 2011, a diocesan official finally told police about the extent of Father Ratigan’s cache of child pornography. He was convicted of possession of it last month. And last week Bishop Finn was convicted of failing to report him to law enforcement authorities, and got two years of probation….
The Boy Scouts of America covered up sexual abuse in its ranks. A recent Los Angeles Times review of files dating from 1970 to 1991 identified more than 125 cases of alleged molestation by men whom the organization had previously had reason to suspect of abusive behavior. “In some cases,” The Times noted, “officials failed to document reports of abuse in the first place.” In others, it failed to involve the police.

Over the last two decades the Catholic Church has spelled out stricter policies, including the prompt notification of law enforcement officials. And its defenders have complained that newly revealed instances of wrongdoing are usually old cases that predated better awareness of child sexual abuse, better education about it and a toughened resolve. http://www.nytimes.com/2012/09/11/opinion/bruni-suffer-the-children.html

Social Interaction in Early Life Affects Wiring to the Frontal Lobes
09/13/2012  Dr. Douglas Fields – Neurobiologist and author, ‘The Other Brain’ GET UPDATES FROM Dr. Douglas Fields A study published in tomorrow’s issue of the journal Science shows that social interaction during a critical period of early life has irreversible effects on maturation of connections to the frontal lobes of the brain, disrupting social interactions and cognitive ability into adulthood. Children suffering severe neglect are known to have cognitive dysfunctions and impairments in social interaction as adults, but the mechanisms were not understood.

Situated behind the forehead, the prefrontal cortex is responsible for complex analysis, abstract thought, motivation, and controlling socially correct behaviors. Interestingly, connections from other brain regions to the prefrontal cortex are not fully developed until the early 20s. A team led by neurobiologist Gabriel Corfas at the Children’s Hospital in Boston reared mice in isolated cages for two weeks after they were weaned from their mothers. When these animals reached adulthood, the nerve fibers (axons) connecting to the prefrontal cortex had a thinner coating of electrical insulation (myelin) than in mice reared in standard cages. Myelin insulation, wrapped around axons like electrical tape, greatly increases the transmission speed of nerve impulses. Slower transmission of information to the frontal cortex could degrade performance of this critical brain region. Indeed, behavioral experiments showed that these animals had poor working memory and impaired social interaction as adults….

“The findings make sense and are consistent with what we’ve observed in clinical studies on effects of early stress on the brain,” says Martin Teicher, a neuroscientist in the Department of Psychiatry at Harvard University. Using MRI brain imaging, Teicher and his colleagues have found that early life stresses, including childhood sexual abuse, witnessing domestic violence, and experiencing verbal abuse from parents or peers, affect the structure of the prefrontal cortex and disrupt fiber connections (called white matter) to this and other brain regions. This new study is a major advance, Teicher says, because human brain imaging can only provide correlations, but animal experiments can demonstrate causation and help identify the underlying mechanisms.
Many alterations in brain tissue could produce the differences seen by MRI in children suffering neglect, but by removing the tissue and examining it under an electron microscope, Corfas and colleagues were able to prove that indeed myelin was thinner on these axons in socially isolated mice. What’s more, they were able to identify the cellular and molecular mechanism responsible for the thinner myelin and then manipulate them to test whether thinner myelin was sufficient to cause the behavioral effects seen after isolation….

Corfas notes that white matter disruptions in this brain region have been related to schizophrenia, and variations in the gene for the neuregulin-1 receptor are also associated with the disorder. Mutation in this gene is not enough to cause disease, but Corfas speculates that an interaction between variants of this gene and environmental stresses could contribute to schizophrenia and to other neuropsychiatric disorders such as PTSD, depression, or anxiety disorders. “We are not saying that isolation is producing schizophrenia,” he says. “Rather that people with alterations in the neuregulin genes could be more sensitive to environmental stresses that could cause defects in myelination and contribute to neuropsychiatric disorders.” Regardless, even in individuals with no genetic problems, connections to the frontal lobes will not develop normally without social interaction in early life. http://www.huffingtonpost.com/dr-douglas-fields/social-interaction-early-life-frontal-lobes_b_1864234.html

A Critic at Large In Plain View = How child molesters get away with it.  by Malcolm Gladwell September 24, 2012
In a 2001 book, “Identifying Child Molesters,” the psychologist Carla van Dam tells the story of a young Canadian elementary-school teacher she calls Jeffrey Clay. Clay taught physical education. He was well liked by his students, and often he asked boys in his class to stay after school, to do homework and help him with chores. One day, just before winter break, three of the boys made a confession to their parents. Mr. Clay had touched them under their pants. The parents went to the principal. He confronted Clay, who denied everything. The principal knew Clay and was convinced by him…..

“We weren’t really prepared to call the police and make it into a police investigation,” one of the mothers told van Dam. “It was an indiscretion, as far as we were concerned at this point. It was all vague: ‘Well, he put his hands down there.’ And, ‘Well, it was inside the pants, but fingers went to here.’ We were all still trying to protect Mr. Clay’s reputation, and the possibility this was all blown up out of proportion and there was a mistake.”
The families then learned that there had been a previous complaint by a child against Clay, and they took their case to the school superintendent….
A psychologist working at the school thought that the community was in the grip of hysteria. The allegations against Clay, he thought, were simply the result of the fact that he was “young and energetic.” Clay threatened to sue. The parents dropped their case. Clay was a man repeatedly accused of putting his hands down the pants of young boys. Parents complained. Superiors investigated. And what happened? The school psychologist called him a victim of hysteria…..

We now know what Sandusky was really doing with the Second Mile. He was setting up a pipeline of young troubled boys. Just as important, though, he was establishing his bona fides. Psychologists call this “grooming”—the process by which child molesters ingratiate themselves into the communities they wish to exploit. “Many molesters confirmed that they would spend anywhere from two to three years getting established in a new community before molesting any children,” van Dam writes. One pedophile she interviewed would hang out in bars, looking for adults who seemed to be having difficulties at home. He would lend a comforting ear, and then start to help out….

The pedophile is often imagined as the disheveled old man baldly offering candy to preschoolers. But the truth is that most of the time we have no clue what we are dealing with. A fellow-teacher at Mr. Clay’s school, whose son was one of those who complained of being fondled, went directly to Clay after she heard the allegations. “I didn’t do anything to those little boys,” Clay responded. “I’m innocent. . . . Would you and your husband stand beside me if it goes to court?” Of course, they said. People didn’t believe that Clay was a pedophile because people liked Clay—without realizing that Clay was in the business of being likable….
This is standard child-molester tradecraft. The successful pedophile does not select his targets arbitrarily. He culls them from a larger pool, testing and probing until he finds the most vulnerable. Clay, for example, first put himself in a place with easy access to children—an elementary school. Then he worked his way through his class. He began by simply asking boys if they wanted to stay after school. “Those who could not do so without parental permission were screened out,” van Dam writes. Children with vigilant parents are too risky. Those who remained were then caressed on the back, first over the shirt and then, if there was no objection from the child, under the shirt. “The child’s response was evaluated by waiting to see what was reported to the parents,” she goes on. “Parents inquiring about this behavior were told by Mr. Clay that he had simply been checking their child for signs of chicken pox. Those children were not targeted further.” The rest were “selected for more contact,” gradually moving below the belt and then to the genitals….

Sandusky started with wrestling, to make physical touch seem normal. In the shower, the boy initially turned on a showerhead a few feet from Sandusky. Sandusky told him to use the shower next to him. This was a test. The boy complied. Then came the bear hug. The boy’s back was touching Sandusky’s chest and his feet touched Sandusky’s thigh. Sandusky wanted to see how the boy would react. Was this too much too soon? The boy felt “weird” and “uncomfortable.” Sandusky retreated. The following week, Sandusky showed up at the boy’s home, circling back to test the waters once again. How did the boy feel? Had he told his mother? Was he a promising lead, or too risky?….

Horsing around in the shower? That was Jerry being Jerry. It did not occur to them that the goofy, horseplaying Sandusky they thought they knew was another of Sandusky’s deceptions. Those who put all their ingenuity and energy into fooling us usually succeed. That is the lesson of a world-class swindler like Bernard Madoff, and of Donald Silva, in his parents’ bed with a ten-year-old boy and the woman he later married—not to mention Jeffrey Clay. Clay, van Dam writes, got his teaching certificate reactivated. The Bureau of Indian Affairs said Monday that it will take control of social services on a North Dakota reservation, amid concerns from federal officials that the tribe’s mismanagement of the agency led to the abuse of children on the reservation. One in Three Victims of Teen Dating Violence Has Had More Than One Abuser ScienceDaily (Sep. 18, 2012) — More than one-third of young adults who reported being victims of dating violence as teenagers had two or more abusive partners, a new study suggests. The study involved 271 college students who recalled dating violence — including physical, sexual and psychological abuse — from ages 13 to 19.

Overall, nearly two-thirds of both men and women reported some type of abuse during their teenage years, which falls in line with other studies. But it was surprising how many teen victims had two or more abusive partners, said Amy Bonomi, lead author of the study and associate professor of human development and family science at Ohio State University. “For about one in three teens who were abused, it wasn’t just one bad boyfriend or girlfriend. Fully 64.7 percent of females and 61.7 percent of males reported dating violence victimization between age 13 and 19, with most experiencing multiple occurrences. More than one-third of abused females had two or more abusive partners: controlling behavior (35.6 percent); put downs/name calling (37.0); pressured sex (42.9); insults (44.3); slapped/hit (50.0); and threats (62.5). Males also had two or more abusive partners, as follows: controlling behavior (42.1 percent); insults (51.2); put downs (53.3); threats (55.6); and unwanted calls/text messages (60.7). Among abused females, 44.7 percent first experienced controlling behavior between age 13 and 15, whereas the majority (62.5 percent) first experienced pressured sex between age 16 and 17. Clinton Global Initiative: Obama Outlines Steps To Fight Human Trafficking AP/THE HUFFINGTON POST  By BEN FELLER 09/25/2012
NEW YORK (AP) — President Barack Obama called human trafficking nothing more than “modern slavery,” outlining new steps on Tuesday to combat the exploitation of workers and children in the United States and abroad. Obama said in an address to the Clinton Global Initiative that he was not using the term of “slavery” lightly, noting that it evoked a painful past for America. But he said the U.S. and international community need to step up efforts to help more than 20 million victims of human trafficking around the globe, calling it an “injustice” and an “outrage.”
Human trafficking, Obama said, “must be called by its true name: modern slavery.”

The president said the trafficking of people contributes to “the debasement of our common humanity,” ”tears at our social fabric,” endangers public health and fuels violence and organized crime. A national study found that serious injuries from child abuse appear to have risen modestly over the past decade or so, and suggested that downward trends in other studies of abuse may reflect reporting changes rather than real improvement. Hospitalization for abuse-related injury rose 4.9% overall among children 18 and under over the 12-year span from 1997 through 2009, wrote John Leventhal, MD, and Julie Gaither, RN, MPH, MPhil, both of Yale University in New Haven, Conn.

Children were increasingly likely to die from these injuries before discharge as well, they reported in the November issue of Pediatrics. However, “these results are in sharp contrast to data from child protective services,” they noted. A national reporting system from these agencies indicated a 55% decline in substantiated child abuse cases from 1992 through 2009.

A second more extensive report by the Congress-mandated National Incidence Studies suggested a 23% decline in physical abuse. While called evidence of “positive changes in the provision of services to children and families, there have been concerns that some of this decrease may be due to changes in reporting of cases to child protective services agencies and changes in which cases get investigated by child protective services and which cases are actually substantiated as physical abuse,” Leventhal and Gaither wrote….  http://www.medpagetoday.com/Pediatrics/DomesticViolence/35038

Abuse of smallest babies may have risen, study finds By Maggie Fox, NBC News  9/30/12
A new look at child abuse reports suggests there may have been a small but worrying rise in injuries to babies over the past decade or so. While most research suggests child abuse is down overall, the report published on Monday in the journal Pediatrics shows infants are far from safe.
The study contradicts government data collected over the same time, and it shows that health officials need to take a better look at whether child abuse is getting better, worse or staying the same, experts said. “I think it’s premature to make any conclusions about whether it is going up or down,” says Dr. James Anderst, chief of the section on child abuse and neglect at Children’s Mercy Hospitals and Clinics in Kansas City, Mo., who was not involved in the study. “Medical providers may be getting better at identifying abuse over time.”….

Child abuse is a serious problem in the United States. The Centers for Disease Control and Prevention says more than 740,000 children and youth are treated in hospital emergency departments for injuries resulting from violence every year.

Twenty years ago today, Sinead O’Connor tore up a picture of the pope on Saturday Night Live—and the media largely misunderstood why. Is America finally ready to hear her out?
In the weeks and months after Sinead O’Connor tore up a picture of Pope John Paul II on live television, commentators in the media sought to explain the motives of her protest. Very few, however, made use of the traditional tools of journalism: interviews, research, and textual analysis. Instead, most commentators seem to have consulted their own imaginations….

Also inexplicably ignored were O’Connor’s own words, in an interview published in Time a month after her SNL appearance:
It’s not the man, obviously—it’s the office and the symbol of the organization that he represents… In Ireland we see our people are manifesting the highest incidence in Europe of child abuse. This is a direct result of the fact that they’re not in contact with their history as Irish people and the fact that in the schools, the priests have been beating the shit out of the children for years and sexually abusing them. This is the example that’s been set for the people of Ireland. They have been controlled by the church, the very people who authorized what was done to them, who gave permission for what was done to them.

Her interviewer seemed confused by the connection O’Connor was making between the Catholic Church and child abuse, so O’Connor opened up about her own history of abuse:
Sexual and physical. Psychological. Spiritual. Emotional. Verbal. I went to school every day covered in bruises, boils, sties and face welts, you name it. Nobody ever said a bloody word or did a thing. Naturally I was very angered by the whole thing, and I had to find out why it happened… The thing that helped me most was the 12-step group, the Adult Children of Alcoholics/Dysfunctional Families. My mother was a Valium addict. What happened to me is a direct result of what happened to my mother and what happened to her in her house and in school.

The interviewer remained skeptical of O’Connor’s characterization of Irish schools as playgrounds and training grounds for child abusers, and the interview moved on to different topics.
By now, the history of sexual and physical abuse in the Irish Catholic school system is familiar. As late as 2007, the Church controlled 93% of the schools in Ireland, giving most children no hope of escaping the often-sadistic system. As in America, serial child molesters like Brendan Smyth were shuttled from parish to parish and school to school to keep a step ahead of police and complaining parents. The culture of permissiveness towards abuse affected all communities, but probably the worst off were poor, orphaned, and troublemaking children sent to residential reformatory and industrial schools. To read the 2009 Ryan Report covering crimes carried out against children in these settings is to court a special sort of nausea—the kind that comes from bearing witness to an organized effort to deny the dignity of individual life and make the bodies of the powerless available to service the needs of the powerful. In this case, the powerless were disadvantaged minor teenagers and children.

Sexual abuse in several industrial schools was described as a “chronic problem.” Clergy whose behavior drew complaints from parents of day-school students were transferred to industrial schools where their abuses drew less attention. Some schools seem, on the evidence, to have been more labor camps than institutions of learning. At one notorious industrial school in Dublin, each child was required to string 60 rosaries each weekday and 90 on Saturdays. Students who did not reach their quotas were beaten….

Military Sexual Assault Epidemic Continues To Claim Victims As Defense Department Fails Females Molly O’Toole 10/06/2012
….Active-duty female personnel make up roughly 14.5 percent — or 207,308 members — of the more than 1.4 million Armed Forces, according to the Department of Defense.

One in three military women has been sexually assaulted, compared to one in six civilian women, according to Defense. According to calculations by The Huffington Post, a servicewoman was nearly 180 times more likely to have become a victim of military sexual assault (MSA) in the past year than to have died while deployed during the last 11 years of combat in Iraq and Afghanistan.
According to the most recent report by the Pentagon’s Sexual Assault Prevention and Response Office, 3,192 sexual assaults were reported out of an estimated 19,000 — roughly 52 a day — between Oct. 1, 2010, to Sept. 31, 2011. The department estimates that only roughly 14 percent of the assaults were reported. The majority of sexual assaults each year are committed against service members by service members, SAPRO reports. While MSA does not affect only women, the office characterizes the “vast majority” of victims as female junior enlists under the age of 25, and the “vast majority” of perpetrators as male, older (under the age of 35) and generally higher-ranking.

….The Department also counts as a small victory the increased use of courts-martial charges over the past five years and less reliance on nonjudicial punishments. But this increase only represents the courts martial charges that were initiated. By the end of FY2011, only 240 of the original 3,192 reported crimes had made it to trial. Just under 6 percent of the total reports resulted in a conviction by courts martial. According to SAPRO’s latest report, “most” of the people convicted in FY2011 were reduced in rank or placed into confinement, but fines were more common than discharges. But the punitive measures the military is handing down may not mitigate the risks: Repeat offenders, according to the report, commit 90 percent of all assaults.
The now-benighted concept of “don’t ask, don’t tell” still holds true in the case of military sexual assault: Due to a climate of impunity and retaliation, many survivors suffer in silence. Panetta’s refrain for years has been heartening: “One sexual assault is too many.”

‘No Way Out’ October 15, 2012  By Cara Tabachnick
In 1996, Holly Collins and her children became the first Americans to be granted asylum by the government of the Netherlands due to domestic violence. She fled the United States after losing custody of her children in Family Court to her ex-husband, who abused Holly and their two young children. Her remarkable story was featured in the 87- minute documentary “No Way Out But One,” by the Boston- based journalist/filmmaking team of Garland Waller and Barry Nolan. The film will be shown on the Documentary Channel at the end of October, which is national Domestic Violence Awareness month.
Filmmaker Garland Waller spoke with The Crime Report’s Managing Editor Cara Tabachnick about Parental Alienation Syndrome (PAS), bringing attention to abuse in contested custody cases, and the “Alice in Wonderland” state of the U.S. Family Court System.

The Crime Report: Why did you decide to make this film?
Garland Waller: There is little justice in American family court. The issues of domestic violence and sexual abuse that take place inside the courtroom get little to no recognition. It is hard to get enough traction with these issues. (We hoped) to get some acknowledgement or recognition in a bigger way.
Holly Collins had tons of creditable medical evidence and legal documents to support what she said. And her children were old enough, and had faith enough, to testify or to speak to us on camera about their experience. This took it out of the space of ‘he said, she said’ that normally happens when people think of a custody or divorce case….

TCR: Explain the issues facing abused women and children in family court.
GW: We know from research and statistics that a batterer is more likely than a non- batterer to get custody in family court today. That should be most shocking to people. What most people don’t understand is that most divorces and custody cases never end up in a family court. Even if the couple hates each other, they figure out what to for the (kids’ best interests).  (But) when domestic violence is involved, everything changes. It’s Alice in Wonderland. Family courts are kingdoms; they are not like civil courts or criminal courts, and t judges could do anything they want.
When a battered person goes to court, usually she doesn’t look good. She’s nervous, she’s shaky, she’s scared, and maybe she’s been living in a shelter. She is certainly stressed when she goes to court and says ‘my husband beat me, my husband beats the children’ or ‘my husband is sexually abusing the children.’ One would think the court would help. But what usually happens is the woman is either not believed, or the court believes she is exaggerating.

The batterers are usually more charming. The whole family court system is really set up to challenge people who bring up sexual abuse and physical abuse of children. It is not a place where protected parents can go to court and expect support….

These files establish that the Boy Scouts knew about predators, but instead of protecting children by going to the authorities, they kept their identities secret and let them abuse more children. Marci Hamilton, one of the nation’s leading experts on child sex abuse in institutional settings, states, “The Boy Scout files, like the Philadelphia Grand Jury Reports on abuse in the Philadelphia Archdiocese and the grand jury report on abuse by Jerry Sandusky, document how yet another institution has covered up child sex abuse. They kept records and knew more than anyone else in the country about the recidivism of abusers, yet, they did not go to the authorities.

They enabled perpetrators and endangered one child after another. Internal records and investigations are never enough. Nor is sending the perpetrator away, with no notice to the  authorities and the next community at risk. Sadly, the statutes of limitations for the vast majority of the Boy Scout survivors in many states likely have expired, making it difficult to prosecute or sue the perpetrators, or to bring the organization to account for endangering children. The Boy Scout’s perversion files are another stark reminder to our elected representatives that laws in many states favor the organization, aid the predator, and put children at risk. Right now, there are untold numbers of hidden child predators who are preying on one child after another, because the statutes of limitations have been configured to give them that opportunity.

It is a fact that approximately 1 in 4 girls and 1 in 5 boys are sexually abused. Thus, there is an iceberg of victims across the country, including many Boy Scout victims, who have no access to justice. Under the current statute of limitations in many states–which halt criminal prosecution and civil cases long before most victims are ready to come forward — those who caused the abuse or created the conditions for the abuse are being given a free ride.
The Boy Scouts of America is just the latest organization whose failure to report abuse led to justice denied. Now is the time for every state to look hard at its SOLs and to give child sex abuse victims a chance at justice.”

How our brains work to erase bad memories – Got a bad memory? The brain has a unique way of helping you forget. By Meghan Holohan  October 19, 2012
….Researchers found that we use two different ways — suppression or substitution — to avoid thinking of uncomfortable or unhappy memories.
“We assume that, in everyday life, healthy people will use a mixture of both mechanisms to prevent an unwanted memory from coming to mind,” says Roland Benoit, a scientist at the Medical Research Council, Cognition and Brain Sciences Unit at University of Cambridge, via email. “We did not know whether the processes of direct suppression and thought substitution can be isolated, and which, if any of them, would actually cause forgetting.”

Roland and his co-author, Michael Anderson, asked 36 adults to participate in a memory exercise where half suppressed memories and the other half substituted new memories. The researchers hoped to understand how we voluntarily forget and how it affects general memory. The subjects were tested during magnetic resonance imaging procedures, or MRIs, allowing the researchers to observe how the brain works during suppression and substitution.
While both processes cause forgetting, a different region of the brain controls each one. When people suppress memories, the dorsal prefrontal cortex inhibits activation in the hippocampus, which plays an important role in retaining memories.

“It thus effectively breaks the remembering process. This, in turn, disrupts the memory representations that would be necessary for recalling the unwanted memory later on,” Benoit explains….
“By just looking at how well people forgot memories, you couldn’t tell whether they had done direct suppression or thought substitution,” Benoit says. “These mechanisms are based on different brain systems that work in opposite fashion: One (direct suppression) by ‘slamming the mental break’ to stop the remembering process and the other (thought substitution) by steering the remembering process towards a substitute memory.”

Even though people exploit both to forget those nagging, unwanted memories, actively overlooking unpleasant events can negatively impact how we remember. But Benoit notes that learning how people deal with unwanted memories helps them understand how people with traumatic memories, such as PTSD sufferers, cope with remembering.
“It is perfectly natural for people, upon encountering an unwelcome reminder, to try to put the unpleasant reminding out of mind. We all have experienced this.  Intuitively, it feels as though we solved this problem.”
