Article on Government Programs

Project BLUEBIRD/ARTICHOKE was a CIA program involving chemical and biological agents. BLUEBIRD was approved in 1950 to discover a means of conditioning personnel to prevent unauthorized extraction of information from them by known means; investigating the possibility of control of an individual by application of special interrogation techniques; memory enhancement and establishing defensive means for preventing hostile control of Agency personnel. (CIA memorandum to the Select Committee, “Behavioral Drugs and Testing,” 2/11/75)

As a result of interrogations conducted overseas during the project, another goal was added– the evaluation of offensive uses of uncoventional interrogation techniques, including hypnosis and drugs. August 1951 project renamed ARTICHOKE and included in-houses experiments on interrogation techniques, conducted “under medical and security controls which would ensure that no damage was done to individuals who volunteered for the experiments.” (Memorandum from Robert Taylor, O/DD/P to the Assistant Deputy and Chief of the Medical Staff, 3/22/52)

Overseas interrogations utilizing a combination of sodium pentothal and hypnosis after physical and psychiatric examinations of the subjects. The Office of Scientific Intelligence (OSI) led BLUEBIRD/ARTICHOKE efforts. In 1952 overall responsibility for ARTICHOKE was transferred to the Inspection and Security Office(I&SO), predecessor to the present Office of Security. (Memorandum from H. Marshall Chadwell, Assistant Director, Scientific Intelligence, to the Deputy Director/Plans “Project ARTICHOKE,” 8/29/52)

The CIA claims the project ended in 1956, but evidence suggests that the Office of Security and the Office of Medical Services uses of “special interrogation” techniques continued for several years thereafter. (Page 68 Project MKULTRA, The CIA’s Program of Research in Behavioral Modification-CIS-1978-S421-1) also called the Joint Hearing Before the Select Committee on Intelligence and the Subcommittee on Health and Scientific Research of the Committee on Human Resources United States Senate Ninety-Fifth Congress First Session, dated August 3, 1977 and may be obtained from Documents on Demand 1-800-277-2477 but it is not free.

An ARTICHOKE Memo stated that working with the scientists of a foreign country “might be very advantageous” since that government “permitted certain activities which were not permitted by the United States government (i.e. experiments on anthrax, etc.)” (Artichoke Memo dated 6/13/52 taken from page 101 of Project MKULTRA)

Court Case Article

“Plaintiff Michael A. Aquino is a Lieutenant Colonel (LTC) in the United States Army Reserve. His name appears in the title block of a CID report of investigation (ROI) for indecent acts with a child and related offenses. Government Exhibit (G.E.) D at 1-4…. On August 12, 1988, the San Francisco district attorney’s office closed its investigation of child abuse at the Presidio CDC. It filed no charges against plaintiff or anyone else…. After discussing the evidence and reviewing the investigation, the Presidio staff judge advocate, LTC Craig Schwender, opined that probable cause existed to place plaintiff’s name in the title block of the ROA. G.E. D-16 at 113.”

From United States District Court For the Eastern District of Virginia – Alexandria division – Michael A. Aquino – plaintiff, civil action v. no 90-1547-a the honorable Michael P. W. Stone – Secretary of the Army, Department of the Army, Washington, D.C., defendant, also serve the Attorney General of the United States….”Facts – 1. Plaintiff, then an active duty Lieutenant Colonel in the United States Army, was titled by the U.S. Army CID, on August 11, 1989 for Conspiracy, Kidnapping, Sodomy, Indecent Acts or Liberties With a Child, Indecent Acts, False Swearing, Intentional Noncompliance With Article 30, Uniform Code of Military Justice, Maltreatment of a Subordinate and Conduct Unbecoming an Officer. 2. Plaintiff sought to amend the titling action and requested that Plaintiff’s name be removed from the title block. 3. The CID granted relief in part and denied relief in part. Plaintiff remains titled for Conspiracy, Kidnapping, Sodomy, Indecent Acts and False Swearing.” …. that “(t)here was sufficient evidence from which the Army decision maker could determine that probable cause existed to believe that [Aquino] committed the offenses” and that therefore the Army’s decisions to create the report and not amend it were not arbitrary or capricious.”

At http://www5.electriciti.com/curious/ there is information about a suit filed by Michael and Lilith Aquino against ElectriCiti Inc.(2/19/97), a California Internet Service Provider, claiming negligence and infliction of emotional distress.

Mk-ultra article

The following article shows a possible connection between L. J. West and mk-ultra. Please use caution while reading. It may be very triggering. All accusations are alleged.

I wrote this article partially because I was removed from a list (an “anti-cult” list) on the web because I refused to stop sending data to the list about Dr. West. In my opinion, I had broken no list rules, I sent substantiated data, such as the data below.

The comoderators on the list compared my data and tactics (simply sending urls and quotes) as similar to an alleged well known cult, simply because the same data was used. They refused to acknowledge that the data could have and probably did come from source material that the writers below and the alleged cult probably researched. I explained this to the list, that this was in essence a logical fallacy, a type of propaganda.

In effect, I was censored by my removal from the list. I was asked several times to back up my data with source documents and to even state in the post whether I agreed with the url or not. No one else on this list was required to do this. There were posters that posted pro-false memory articles and they were not asked to verify their data, neither was their data compared to any alleged cults or other groups.

IMO, there was no “freedom of mind” nor speech on this list, at least for those that take the position that mk-ultra existed and that West may have been connected to it. How can we empower people to think for themselves, when we censor those we disagree with?

“MEMORANDUM FOR SUBPROJECT 84 On the MKULTRA institutional notification list attached to Brief for Respondents In No. 83-1075 and Brief for Petitioners in No. 83-1249, pp. 1a-10a, Harvard University, Cambridge Massachusetts is listed next to subprojects 84 and 92. John Mark’s states: “Martin Orne’s work for the Agency was described in Subproject 84. He contributed a chapter to the Society-funded book, The Manipulation of Human Behavior, edited by Albert Biderman and Herbert Zimmer (New York: John Wiley & Sons; 1961), pp. 169-215. Financial data on Orne’s Institute for Experimental Psychiatry came from a filing with the Commonwealth of Massachusetts, Attachment to Form 1023”. Other contributors to this book include Lawrence Hinkle, M.D. of New York Hospital-Cornell Medical Center. Hinkle was identified by the New York Times, together with Dr. D. Ewen Cameron, Dr. Robert Hyde, Dr. Louis Jolyon West, Dr. Harris Isbell, Dr. Harold Abramson, Dr. Carl Pieiffer and Dr. Charles Geschikter as all being involved in CIA backed research under Bluebird, Artichoke and MKULTRA.

Described as a “Teaching Fellow, Department of Psychiatry, Harvard University Medical School”, Orne’s chapter in The Manipulation of Human Behavior, is entitled “The potential uses of hypnosis in interrogation” and indicates “this paper is based in part upon work under a grant from the Society for the Investigation of Human Ecology, Inc.”, p. 169.

The Interim Report of the Advisory Committee on Human Radiation Experiments is available from the Superintendent of Documents, U.S. Government Printing Office. The stock number is 061-000-00819-5, for $9.00. Telephone orders: 202-512-1800, fax 202-512-2250 (8-4 EST), mail orders US Gov’t Printing Office, P O Box 371954, Pitts., PA 15250-7954. Information from the Advisory Committee hearings alleges that former members of the Advisory Board for the False Memory Syndrome Foundation may have worked on CIA funded projects, including Louis Jolyon West and Martin Orne.

It has been alleged that Louis Jolyon West had connections to CIA funded LSD projects. From “The Search for the Manchurian Candidate: The CIA and Mind Control,” John Marks, p. 63: “Suddenly there was a huge market for grants in academia, as Sid Gottlieb and his aides began to fund LSD projects at prestigious universities. The Agency’s LSD pathfinders can be identified : ….Louis Jolyon West at the University of Oklahoma…”

“The record shows that Bureau of Narcotics Agent George White, who was asked by Gottlieb in 1952 to work on LSD research for the CIA, see Declaration of Sidney Gottlieb ¶ 4 (April 23, 1996) (“Gottlieb Declaration”), conducted LSD experiments on unsuspecting persons in New York City. White may have given LSD to unwitting friends in his New York City apartment in November 1952, and beginning in June 1953 he administered LSD to unsuspecting persons (typically drug informants and prostitutes) with whom he came into contact in his work as a narcotics agent. LSD experiments on war children – The Norway Post – 9/4/00 – “In the 1950s and 60s Norwegian institutions did military experiments with LSD on war children, psychiatric patients and other groups of people. Three to four of the ten war children died after the experiments, reports Dagsavisen. Calof secured an antiharassment order against Noah. Noah was found in contempt for violating the antiharassment order. Noah challenges the antiharassment order and his conviction for contempt on the grounds it violated First Amendment rights including free speech, the right to picket, and the right to photograph Calof in public. We hold an antiharassment order may place enforceable limits of First Amendment rights as needed to enforce the no contact provisions of the order. We affirm the antiharassment order and his conviction for contempt. Calof sued Casebeer and others for defamation and other injuries. Casebeer and others entered voluntarily and knowingly into a mediated settlement agreement. Casebeer repudiated the agreement on the grounds that she could not lawfully contract away First Amendment rights, such as speech and picketing. The trial court held that the agreement was enforceable. We hold that mere enforcement of the agreement does not constitute state action for purposes of constitutional analysis.
